The May g, 1991, meeting of the City Council of the City of Poway, adjourned from the May 7, 1991, regular meeting, was called to order at 4:35 p.m. by Mayor Goldsmith at the City Council Chambers, 13325 Civic Center Drive, Poway, California. There was no one present wishing to speak. ITEM 3 CREEKSIDE PLAZA SITE PLAN Staff report by City Manager Bowersox. The Redevelopment Agency has an Owner Participation Agreement with ADI Properties for the development of a mini-mall at the southeast corner of Community and Poway Roads. The developer has made major marketing efforts to secure tenants, but has been unsuccessful in signing leases with the type of tenant the agency had specified. They are requesting that the development plans be modified to allow an Albertson's "Super Store" to be the anchor tenant. Staff's research has shown that Von's and Lucky super- markets produce as much sales tax per square foot as Target and K-Mart and a high sales tax producer was what the city/agency were seeking. George Codling, President of ADI, gave the history of the project including acquisition, approvals and cost. The current carrying cost on the project is $70,000 per month. He cited the problems of no freeway access, low population, and competition from Carmel Mountain Ranch as the primary factors given by potential tenants in declining to sign leases. 4171 Page 2 - CITY OF POWAY ADJOURNED REGULAR MEETING - May 9, 1991 Dale Levander, retained to do a marketing study in April, lggl, presented his preliminary market and city revenue analysis. Mike Morris, Iliff and Thorn, leasing agents, reviewed their efforts to sign tenants. He cited a need of 150,000 to 200,000 population in the market area to attract major tenants. Linda Moreland, Brown, Gimber, Rodriquez & Park architects, reviewed the proposed revised site plan with an orientation towards the creek. Jeff Klerek, Albertson's real estate manager for San Diego County, described the store they would like to put on this site which includes a deli, bakery, service meat counter, and pharmacy. Council expressed a reluctance to accept a grocery store on this prime commer- cial property and cited the money invested by the Redevelopment Agency to move the Haley's Trailer Ranch to make this site available for commercial develop- ment. Staff was directed to contact the owners of the Von's grocery store at Pomerado and Poway Roads and get details on their rumored closure and bring this item back for further discussion at a future workshop. (Councilmember Emery left the meeting at 6:53 p.m.) Upon motion by Councllmember Higginson, seconded by Councilmember McIntyre, Mayor Goldsmith ordered the meeting adjourned.
