Order No. 20-032 NOTICE OF CITY COUNCIL PUBLIC HEARING NOTICE IS HEREBY GIVEN that the City Council of the City of Poway will hold a Public Hearing to consider the following item:Specific Plan18-001,Environmental Assessment19-001,Zone Change19-001,Zoning Ordinance Amendment 20-001,General Plan Amendment 19-001,Tentative Tract Map 19-002,Development Review 19- 001,and Conditional Use Permit Application 19-005,a request to adopt a specific plan,subdivide 117 acres of land,and construct 160 homes with recreational,agricultural,and commercial amenities atthe decommissioned StoneRidgeCountry Club and certify the associatedEnvironmental Impact Report.In April 2019,the City Council approved a consultant agreement betweentheCity of Poway and Dudek for the preparation of anEnvironmental Impact Report (EIR)for The Farm in Poway project.A Notice of Preparation (NOP)was issued on May 10,2019 and a Scoping Meeting was held onMay 23,2019.An EIR was prepared for the Specific Plan which evaluatedall environmental categoriesforpotentialimpacts,including aesthetics,air quality,biologicalresources,cultural and tribalcultural resources,energy,geology and soils,greenhouse gas emissions,hazards and hazardous materials, hydrology and water quality,land use and planning,noise,population and housing,public services,recreation, transportation and traffic,utilities and services systems and wildfire risk.Both project-specific and cumulative impacts were evaluated.The EIR considered a reasonable range of project alternatives,including a no project alternative.The Final EIR concludes that the potential impacts associated with the Specific Plan,through the incorporation of mitigation measures,will be mitigated to a level of insignificance.The Final EIR discusses the project alternatives,the issue areas,and the mitigation measures in detail.Should the City Council approve this plan,it will beconsidered for approval by City of Poway voters at the November 2020 General Election.
