Including Poway citizens at all phases of the decision making is also a check on the conscious or unconscious bias of a few people making a decision for all. Placing a measure on the ballot that will potentially change zoning designed to protect the city from over density should not be left solely to the members of the City Council. Based on Prop FF history, I fail to see how this current attempt at re-zoning is any different from previous ones. In those cases the parties desiring a Prop FF re-zoning measure on the ballot had to appeal directly to Poway voters through signature gathering efforts -and not just by appealing to a handful of people on the City Council. Including Poway voters on placing a measure of this type on the ballot is in line with our record, and reflects the seriousness our city places on this issue. A signature campaign would be a better and fairer reflection of the community's sentiments on these important matters. I therefore urge the Council to forgo placing the Prop FF related Measure in Agenda Item #21 on the ballot. Subsequently, the McNamara/The Farm group will have their option to pursue a signature gathering effort if they so choose. If they do, then the Council Members as fellow Poway voters can join the rest of the community in deciding whether to place the Measure on the ballot. The best way to ensure that any zoning change is supported by the committee is to require enough signatures be obtained before the measure is allowed on the ballot. This agenda item would by-pass that important process. Especially in view of the GVCA 's decision to support that project. We feel that GVCA 's decision to support this development is not what North Poway voters want or expect. We have lived here for 47 years and Like our neighborhood with open space there are many other ideas as to how the land could be utilized but Mr. Schlesinger is only open to Residential development where he can get the most return on his buck.
