3 of 7June 16, 2020, Item #20From: To: Subject: Date: Amy Thompson ~ Item # 20: The PCPA -please read for tonight"s meeting Tuesday, June 16, 2020 1:55: 12 PM I am concerned about the idea of PUSD taking over the PCPA on multiple levels; as a parent of PUSD students, as a Poway taxpayer, as a performer & parent/aunt of children who perform in productions held at the PCPA produced by external groups, as a community member who appreciates the value of maintaining a strong performing arts offering in not just the city of Poway, but all of North County. What is PUSD going to use the PCPA for? Their purpose is to educate, not to serve the community at large. I am very concerned that they will restrict the use of the PCPA such that outside organizations are severely impacted. After all, their interest is the students' specifically, not the community. Why do they need a facility of this size? PUSD events rarely sell out. They have smaller venues, like Westview or Del Norte. For the very few events in which they actually need 800 seats, they can utilize the PCPA as they do now. This hardly seems the time to make a change of this magnitude. There is strong community interest in the City maintaining control of the PCPA. The community's ability to fully be involved in the process is limited right now. We are unable to participate in the process as we typically would. There are also much bigger fish to fry. Specifically, the City should be focused on issues related to law enforcement and racial equity rather than pushing through a deal on the PCPA. The real bottom line is THIS IS NOT THE TIME FOR A DECISION WITH SUCH FAR-REACHING IMPLICATIONS. It is not right to make changes that affect the community like this when the community has limited ability to participate in the process. Zoom meetings are not the same as in-person meetings. And the City should be talking about a literal pandemic and racial injustice flashpoint, both occurring at this very moment. Those should be the priorities. I ask you to retain control of the PCPA. I will be watching, I vote, and I am an activist in getting out the vote. Your constituents may not have strong influence now, but we will when it comes time for re-election. RE: Request to maintain ownership and management of the Poway Center for the Performing Arts
Dear Mayor Vaus and Councilmembers:
On November 5, 2019, the City of Poway hosted a workshop to discuss various models for the continued
operation of the Poway Center for the Performing Arts in a fashion that would address ongoing concerns
about the City’s $667,000 annual support of the PCPA. Options presented ranged from no change in the
operational model to the formation of an independent foundation to generate operating funds for the
PCPA, to a renegotiation of contracts for all groups who use the PCPA, to the near-complete shut-down
of the PCPA. Overlaying this discussion was the new revelation that the Poway Unified School District
had an interest in acquiring the PCPA. The Poway City Council resolved to form a sub-committee
(consisting of Mayor Steve Vaus and Councilman John Mullin) to advance conversations between the
City and PUSD.
Since that meeting, Poway OnStage has remained neutral on this issue, citing our need for more
information prior to committing to a position. Poway OnStage CEO Michael Rennie has met with
numerous interested parties ranging from Dr. Marian Kim Phelps, Superintendent of PUSD; Chris
Hazeltine, Poway City Manager; Mayor Steve Vaus and Councilman John Mullin; Richard Nash, Poway
High Principal and others.
After great consideration, the Board of Directors for Poway OnStage present the attached resolution
urging the City of Poway to retain ownership and management of the Poway Center for the Performing
Arts.

request that the Mayor and Councilmembers of the City of Poway resolve that the City of Poway retain
ownership and management of the Poway Center for the Performing Arts
We, the undersigned, being all the directors of this corporation consent and agree that the following
corporate resolution was made March 26, 2020 at 5:00PM via a meeting of the Board of Directors via
Zoom.
We do hereby consent to the adoption of the following by a majority vote at a regularly called meeting
of the board of directors of this corporation on March 26, 2020. In accordance with California State law
and the bylaws of this corporation, the board of directors decided that:
Whereas: Poway OnStage was created by the City of Poway on December 16, 1988 as a separate
501 (c) 3 organization;
Whereas: Poway OnStage programs are a source of local pride;
Whereas: Poway OnStage Professional Performance Season tickets are affordable for Poway
seniors and families;
Whereas: Poway OnStage values its 30-year partnership with the City of Poway to bring world-
class talent to the Poway Center for the Performing Arts, the City of Poway and the communities
of North Inland San Diego County;
Whereas: The City of Poway’s support is essential for Poway OnStage to fulfill its mission to
“Entertain, Educate and Enrich through Powerful Live Performances;”
Whereas: The City of Poway’s support is essential to the safe and complete presentation of
professional concerts, theater, dance, comedy and more;
Whereas: As outlined in the City of Poway’s November 5, 2019 Workshop memo, item 1b, the
City would consider the option to: “Retain current operating model but negotiate new use
agreements with Poway Onstage and PUSD and establish new user fee schedule”

Therefore, it is resolved, that the corporation shall:
• Request that the City of Poway retain ownership and management of the Poway Center
for the Performing Arts,
• Request that the City of Poway endeavor to create an Arts Endowment dedicated to
generating funds in support of the operation and management of the Poway Center for
the Performing Arts;
• Assist with the funding of such an endowment provided funds are restricted to the
operation and management of the Poway Center for the Performing Arts.
The officers of this corporation are authorized to perform the acts to carry out this corporate resolution.
