There was no one present wishing to speak. ITEM 3 MTDB 1-15 PRESENTATION City Manager Bowersox introduced Toni Bates, Metropolitan Transit Development Board {MTDB} project manager for the light rail study. Ms. Bates gave the background of the regional light rail system including the portions completed and operating, the portions planned and funded and the portions planned but not funded. The 1-15 extension is in the first of three stages, a twelve month study. The second stage is preliminary engineering and environmental work and the third stage is final design. There is no funding at this time. Rick Pilgrim of BRW, Inc. who is doing the technical work under contract with MTDB reviewed the three alignments in Poway recommended for study including South Poway Parkway, Poway Road, Pomerado Road and combinations thereof. Steve Jorgensen of MTD8 reviewed the alternate technologies and their capabilities. Council concurred that running the light rail system on the 1-15 alignment would be preferable to running up Pomerado Road, both in terms of speed and ease of approval. To get people to use mass transit, it must be fast and convenient. Feeder lines or buses could serve the stops on 1-15. The feeder line along the South Poway Parkway would be especially critical.
