The May 30, lggl, meeting of the City Council of the City of Poway,
adjourned from the May 28, 1991, regular meeting, was called to order at 4:35
p.m. by Mayor Goldsmith at the City Council Chambers, 13325 Civic Center Drive,
Poway, California.

Mayor Goldsmith explained the procedure for Public Oral Communications. There
was no one present wishing to speak.
ITEM 3
PRELIMINARY DRAFT GENERAL PLAN
Item introduced by City Manager Bowersox. The State requires a city to update
their General Plan every five years. Poway's General Plan was adopted in
September, 1983. The schedule for this update calls for a public review period
beginning June 7, and adoption on August 13, 1991. Staff has prepared the draft
for discussion by Council prior to public review.
Councilmembers presented their suggested revisions, and motions were made and
adopted as follows:
Motion by Councilmember Emery, seconded by Councilmember McIntyre to renumber
goals 4, 8 and 9 as 1, 3, and 4; and to list all the goals together, without the
strategies, at the beginning. Motion carried unanimously.
Motion by Councilmember Emery, seconded by Councilmember McIntyre, under Policy
H - Solid Waste on page II-58, to add that recycling proceeds should benefit the
city; that the city should help create markets for recycled material; and that
commercial and industrial uses need a recycling program, too. Motion carried
unanimously.

Motion by Councilmember McIntyre, seconded by Councilmember Emery to amend Goal
XII on page II-62 to read, "It is the goal of the City of Poway to provide ade-
quate appropriate housing opportunities to meet the needs of current and future
residents." Motion carried unanimously.
Motion by Mayor Goldsmith, seconded by Councilmember Emery to add the concept
that Poway wants to maintain a job/housing balance; HCD's criteria that we need
to add housing as we add jobs punishes Poway since we have always been "housing
rich." Motion carried unanimously.
Motion by Councllmember Emery, seconded by Councilmember Higginson, to change
Strategy 3 on page II-22 so that the only exceptions to the 35 foot limit are
for church steeples and clock towers. Motion carried unanimously.
Motion by Councllmember Emery, seconded by Councilmember Higginson, to amend
Strategy 3, page II-22 to read, "If an addition to the existin9 five-story
Pomerado Hospital building is constructed .... " Motion carried unanimously.
Ed Malone, 9555 Genesee, San Diego, noted that Mexican-Colonial and Spanish-
Renaissance architecture have attached towers as architectural features.
Motion by Councllmember Snesko, seconded by Councilmember Emery to delete the
sentence on page III-17, right hand column, that reads, "Freeways such as State
Routes 56 and 125 would have had an adverse effect on Poway's community
environment." Motion carried unanimously.
Motion by Councilmember Higginson, seconded by Councilmember Emery, to clarify
hardscape features as part of landscaping on Strategy 3 under Policy G on Page
II-24. Motion carried unanimously.
Motion by Councllmember McIntyre, seconded by Councilmember Emery, to clarify
Strategy 3 on page II-3 that we are cooperating on infrastructure, not growth,
by adding "which are consistent with Poway's general plan, goals and policies."
Motion carried unanimously.
Motion by Councilmember McIntyre, seconded by Councilmember Emery to include
water storage and solid waste facilities under regional facilities on page II-4.
Motion carried unanimously.
Councllmember McIntyre requested staff check the accuracy of Strategy 12 on page
II-7 in terms of current provisions.
Councilmember McIntyre suggested that a list of significant changes from the
existing to the proposed General Plan would be helpful for Council and the
public.

Motion by Councllmember McIntyre, seconded by Councilmember Emery, to reword
Strategy 15, page II-7 to be more consistent with the current requirement that
an eight foot wall is required where con~nercial abuts residential, recognizing
that a lower or higher wall my be appropriate depending on the use or terrain.
Motion carried 3-1-1 with Councilmember Higginson voting "no" and Councilmember
Snesko abstaining.
Motion by Counctlmember Emery, seconded by Counctlmember Hlgglnson to add Twin
Peaks Road to Strategy 16 on Page 11-7. Motion carried unanimously.
Motion by Councilmember Emery, seconded by Councilmember Higginson, to add to
Strategy 1, page II-10 wording to indicate the city will support state
legislation to remove the restrictions on our ability to implement this strategy.
Motion carried unanimously.
Motion by Councilmember McIntyre, seconded by Councilmember Emery to add water
as a constraint on page II-lO and add a policy on planning land uses around
water resources. Motion carried unanimously.
Motion by Councllmember Emery, seconded by Mayor Goldsmith to add a strategy to
consider alternative on-site wastewater treatment and reword Strategy 8 on page
II-40. Motion carried unanimously.
Motion by Mayor Goldsmith, seconded by Councilmember Emery, to amend Strategy 2
on Page II-9 to read, "Prohibit development where level of service "E" or "F"
exists or will result thereby at any intersection unless no feasible alternative
exists .... "and have the same statement for level of service "C" and "D" for
certain areas, recognizing that level of service "D" is more practical for major
arterials. Motion carried unanimously.
Mayor Goldsmith expressed concern that a Single Room Occupancy hotel is stated
as a reality on Page VIII-42 of the housing element since the Migrant Housing
Advisory CoF,~ittee has not presented its report to the City Council.
Councilmember Emery expressed his same concern regarding churches building
housing units on their property. Council concurred they need to meet with the
Committee as soon as possible.
Motion by Mayor Goldsmith, seconded by Councllmember McIntyre to remove the
Bowron and Civic Center Drive as a specific site for affordable housing on page
VIII-44 so it can be considered in the context of the entire city. Motion
carried unanimously.
Motion by Mayor Goldsmith, seconded by Councilmember Emery to direct staff to
look at what other cities are doing with inclusionary zoning in terms of percen-
tages and fees and revise our numbers to be among the higher end. Motion
carried unanimously.

Motion by Mayor Goldsmith, seconded by Counctlmember Snesko to add a statement
to Page VIII-20 that low income housing shall not be concentrated in any single
area of the city. Motion carried unanimously.
Council concurred to have a joint meeting with the Migrant Housing Committee on
Thursday, June 6, 1991 at 6:00 p.m. to discuss portions of the Housing Element
and to continue the General Plan review to June 4, 1991.
Upon motion by Councllmember Hlgginson, seconded by Councllmember Snesko, Mayor
Goldsmith ordered the meeting adjourned. The time of adjournment was 6:15 p.m.
