The June 6, 1991, meeting of the City Council of the City of Poway,
adjourned from the June 4, 1991, regular meeting, was called to order at 4:35
p.m. by Mayor Goldsmith at the City Council Chambers, 13325 Civic Center Drive,
Poway, California.

CREEKSIDE PLAZA SITE PLAN
City Manager Bowersox stated the request from the developer to allow a super-
market on the Creekside site was originally discussed at the May 9, 1991,
workshop and referred back to staff for more information. Staff has prepared a
report answering some of the Council's questions including the impact on
existing commercial centers; size of market area; Redevelopment Agency
assistance; financing; and need for an anchor tenant. Staff recommends either
amending the Owner Participation Agreement to allow a supermarket or initiate
discussions with ADI as to how the Redevelopment Agency can assist.
George Codling, President of ADI Properties, 12707 High Bluff Drive, San Diego,
stated they have spent $7-1/2 million in the past 2-1/2 years and they feel
Poway has the market to support another supermarket while it cannot support a
junior department store.
Councilmembers Snesko and McIntyre asked for more information about the history
of this project, including financial commitments, since they were not on the
City Council when this project was approved. Staff clarified the funds
con~)itted to the mobile home park project and Rex Brown, ADI, related how his
firm had gotten involved in the project.

Ed Malone, 9555 Genesee Avenue, San Diego, and majority owner of the Town &
Country Center on the northeast corner of Community and Poway Road, stated he
has different economic data than ADI and quoted from Goal III of the preliminary
draft General Plan regarding attracting high quality commercial to provide an
healthy and diverse economic base for the city.
Diane Rath, 13338 Poway Road, stated Poway Road needs to work on its image to
become something other than "fast food alley."
Kyle Everson, 14677 Evening Star Drive, echoed Councilmember Emery's statement
from an earlier meeting, "we are a result of our planning."
Mehdi Kazemzadeh, 13327 Arroyo Vista Road, representing the Green Valley Civic
Association, suggested the city needs to be innovative and volunteered the
efforts of their organization.
Councllmember Higginson stated he is not in favor of a grocery store. He left
the meeting at 5:55 p.m.
Following discussion, motion by Councilmember Emery, seconded by Councilmember
McIntyre, to refer this matter to a committee of Council {Snesko and McIntyre),
staff, and the business community to come up with options and report back to the
Council at a workshop. Motion carried 3-1 with Councilmember Snesko voting "no"
and Councilmember Higginson absent.

Mayor Goldsmith recessed the meeting at 6:05 p.m., and called it back to order
at 6:15 p.m., with all Councilmembers present except Councilmember Higginson.

JOINT MEETING WITH MIGRANT WORKER HOUSING COMMITTEE
PRELIMINARY DRAFT GENERAL PLAN REVIEW
City Manager Bowersox stated this was an interim report prepared by staff to
assist the City Council in reviewing the Housing Element of the preliminary
draft General Plan. The Committee has not had a chance to review it.
Committee members present were: Stephanie Starks, DeAnne Erickson, Susan
Callery, Rufino Vargas, Larry Quate, Duke Ayers and Mlckey Cafagna.
CounFil and Committee discussion focused on the Single Room Occupancy (SRO)
hote) and included daily vs. weekly or monthly rentals, who would use it, and
the ~ifficulty in finding a site acceptable to the community.

Jerry Hargarten, 13622 Orchard Gate Road, spoke in opposition to the SRO.
Ed Malone, 9555 Genesee, San Diego, spoke of his experience on the Housing
Commission in San Diego.

Councll vlewed a video regarding the SRO's in San Diego.
Following discussion, Council was unable to concur on the approach to take on
this Issue and agreed It will come up again on June 11, 1991, during dlscusslon
of the preliminary draft General Plan.
Councilmember Emery left the meeting at 7:35 p.m.

Goldsmith ordered the meeting adjourned. The time of adjournment was 7:55 p.m.
