There was no one present wishing to speak. City Manager Bowersox gave an update on the fire which was burning east of the terminus of Garden Road. It was started by workers installing a wrought iron fence and has covered approximately 200 acres. No structures have been damaged. ITEM 3 PREDEVELOPMENT CONFERENCE 91-02 WATER THEME PARK The applicants had not arrived for this item. will be trailed. Mayor Goldsmith stated this item ITEM 4 PREDEVELOPMENT CONFERENCE 91-03 GOLF COURSE/RESORT Item introduced by City Manager Bowersox. This is a proposal to allow a golf course and resort hotel on a 370 acre parcel of the Pallas property at the east end of the South Poway Planned Con~nunity north and south of the South Poway Expressway. 4263 Page 2 - CITY OF POWAY ADJOURNED REGULAR MEETING - July 25, 1991 Monty Montgomery, coordinator of the project, and Roy Avis and James Langenheim from Langenheim Associations, designers of the project, were present. Council concurred that a hotel would be very beneficial for the business park. They discussed zoning, water use, and access. John Kurtz, 16212 Paragon Mesa, President of the Sycamore Canyon Homeowners Association, asked about the impact on their wells and number of traffic signals on the Expressway. Randy Wilkins, 14617 Acton Court, asked about the fire station site that was originally on this property. Staff responded that it is nearby, but not on this property. Council concurred that a determination of what should be allowed in the open space area in South Poway needs to be done and Councilmember Emery emphasized that the open space zone is not a holding zone. ITEM 3 PREDEVELOPMENT CONFERENCE 91-02 WATER THEME PARK Item introduced by City Manager Bowersox. This is a proposal for a water theme park by the owners of Raging Waters in San Dimas to be located in South Poway on the MacLauchlan property, west of the proposed golf course/resort discussed earlier in the meeting. Bryant Morris of Raging Waters showed a video of their park in San Dimas. He emphasized the employment and recreational opportunities for youth. Council concurred that their comments earlier about use of the open space zoned property in South Poway applies to this project. Councilmember Emery noted this is a deviation from anything that has ever been considered for this area and suggested the developer should seek community input before he gets too far in the application process. John Kurtz, 16212 Paragon Mesa, requested that if this project is approved, it not open until the South Poway Expressway is completed to Highway 67. He also reiterated his concern about the effect on the wells in the area if these projects start pumping large amounts of well water. ITEM 5 PREDEVELOPMENT CONFERENCE 91-01 TEAM PACIFIC/MIXED USE/TWIN PEAKS AND ROBERTO RIO Councilmember McIntyre disqualified herself from consideration of this project and left the meeting at 5:40 p.m. 4264 Page 3 - CITY OF POWAY ADJOURNED REGULAR MEETING - July 25, 1991 City Manager Bowersox introduced the item. This is a request for a discussion of a mixed use project for a two acre site located at the southeast corner of Twin Peaks and Roberto Rio Roads. The City Council has denied past applications for this property including rezone to OS-R, single-family subdivision and rezone to commercial. La Petite Academy desires to use a portion of the site for a 150 child daycare facility and Team Pacific proposes three alternatives for the balance of the property: retail; retail/apartment; apartment. Dr. Theodore Mazur, 14140 Rio Court, stated opposition to increased density on the property. Council concurred they are not in favor of increased density. Mayor Goldsmith stated they could discuss the AH overlay for this property with the Redevelop- ment and Housing Advisory Committee if they wish. That Committee will be recom- mending criteria for sites to the City Council.
