RESOLUTION NO. 05-086
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
ADOPTING SECTION 2B.07 ALL-WAY STOP APPLICATION GUIDELINES OF THE
2003 MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES (MUTCD) AND
APPROVING AN ALL-WAY STOP CONTROL AT
STOWE DRIVE AND PARKWAY CENTRE DRIVE
WHEREAS, Section 21100 of the California Vehicle Code permits local authorities
to adopt by Resolution traffic control measures meeting the requirements set forth under
Section 21351 of the California Vehicle Code; and
WHEREAS, Section 21351 ofthe California Vehicle Code permits the establishment
of stop controls in the City of Poway; and
WHEREAS, on May 20, 2004, the State of California adopted the 2003 Manual on
Uniform Traffic Control Devices (MUTCD) and MUTCD 2003 California Supplement to
replace the State Traffic Manual; and
WHEREAS, Section 2B.07 "Multiway Stop Applications" of the 2003 MUTCD
provides guidance for local agencies to evaluate an intersection for an all-way stop control;
and
WHEREAS, in the past year alone, there were three accidents at the intersection of
Stowe Drive and Parkway Centre Drive that may have been prevented by an all-way stop
control; and
WHEREAS, motorists approaching Stowe Drive from Parkway Centre Drive appear
to have difficulty judging the appropriate traffic gap to merge safely with Stowe Drive traffic
flow due to high traffic volume and speed; and
WHEREAS, the City Council of the City of Poway has determined that stop controls
and appropriate striping and marking should be established at the intersection of Stowe
Drive and Parkway Centre Drive.
NOW, THEREFORE, BE IT RESOLVED by the City Council ofthe City of Poway as
follows:
Section 1: Section 2B.07 "Multiway Stop Applications" of the 2003 MUTCD is hereby
adopted as the guideline to evaluate intersections for all-way stop controls.
Section 2: In accordance with said Section 21351 ofthe California Vehicle Code, all-way
stop controls shall be installed at the intersection of Stowe Drive and Parkway Centre
Drive.
