RESOLUTION NO. 05-087
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
PROHIBITING PARKING ON TRAILWIND ROAD BETWEEN ESPOLA ROAD AND
CUMBERLAND DRIVE AND APPROVING NO PARKING, 8 A.M. TO 10 A.M.,
SCHOOL DAYS ONLY, ON CERTAIN STREETS IN THE RESIDENTIAL AREA
AROUND POWAY HIGH SCHOOL
WHEREAS, Section 21100 of the California Vehicle Code permits local authorities
to adopt by Resolution traffic control measures meeting the requirements set forth under
Section 21351 of the California Vehicle Code; and
WHEREAS, Section 21351 ofthe California Vehicle Code permits the establishment
of No Parking or Time Restricted No Parking Zones in the City of Poway; and
WHEREAS, the City has received a petition from residents on certain streets around
Poway High School to remove parking permanently or restrict parking during school hours;
and
WHEREAS, on August 17, 2005, the City's Traffic Safety Committee evaluated the
residents' request for parking restrictions on certain streets around the Poway High School
area regarding student parking safety and found it to be appropriate; and
WHEREAS, the City Council of the City of Poway has determined that a No Parking
Zone with appropriate signage and markings should be established on Trailwind Road
between Espola Road and Cumberland Drive; and
WHEREAS, the City Council of the City of Poway has authorized City staff to install
Time Restricted "No Parking, 8 a.m. to 10 a.m., School Days Only" on certain streets
where 70% of the adjoining residents are in favor of the parking restriction.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as
follows:
Section 1: In accordance with said Section 21351 of the California Vehicle Code, no
parking at all times with appropriate signage and markings shall be installed on Trailwind
Road between Espola Road and Cumberland Drive.
Section 2: In accordance with said Section 21351 of the California Vehicle Code, no
parking, between 8 am and 10 am, school days only, with appropriate signage and
markings shall be created on the following streets when 70 percent of the residents on that
street are in favor of the parking restriction:
1. Trailwind Road, from Cumberland Drive to Grey Stone Road, and Bent Tree
Road, from Trailwind Road to Bent Tree Court;
2. Cumberland Drive and Primrose Court;
3. Sand Hill Road, from Bent Tree Road to its easterly end and Bent Tree Road
from Sand Hill Road to Sent Tree Court; and

4. Summer Sage Road, from Lake Poway Road to Woodland Pkwy.
PASSED, ADOPTED, AND APPROVED by the City Council of the City of Poway at
a regular meeting thereof this 11th day of October 2005.
