RESOLUTION NO. 05-099
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
CONFIRMING CITY OF ESCONDIDO TO VOTE
IN THE ABSENCE OF THE
CITY OF POWAY REPRESENTATIVE
TO THE SAN DIEGO COUNTY WATER AUTHORITY
WHEREAS, Section 45-6(g) of the County Water Authority (Chapter 545 of the
Statues of 1943, Chapter 45 Water Code-Appendix) was amended to provide that a
member agency's representative to the San Diego County Water Authority may designate
another member of the Board of Directors of the Water Authority to vote in the absence of
such representative, provided the designee is confirmed by the governing body of the
member agency; and, provided a written notice is filed with the Water Authority prior to the
meeting at which the representative is absent; and
WHEREAS, the City of Poway desires to designate the duly appointed
representative of the City of Escondido to cast votes on behalf of the City of Poway if the
duly appointed Poway representative is absent from a meeting.
NOW, THEREFORE, BE IT RESOLVED by the City Council ofthe City of Poway as
follows:
Section 1: That the duly appointed representative of the City of Escondido is hereby
confirmed and authorized to vote as proxy for the City of Poway representative to the San
Diego County Water Authority when Poway's representative is absent from a meeting of
the Authority.
Section 2: If the City of Poway representative wishes to cast his or her vote by
proxy, a written notice thereof shall be sent to the Clerk of the Board of the Water Authority
prior to the meeting at which the Director will be absent.
Section 3: That the City Clerk of the City of Poway is directed to file a certified copy
of this Resolution with the Clerk of the Board of the San Diego County Water Authority.
PASSED, ADOPTED AND APPROVED by the City Council ofthe City of Poway at a
regular meeting this 6th day of December, 2005.
