MINUTES OF THE CITY COUNCIL
REGULAR MEETING
OCTOBER 18, 2005
The October 18, 2005, Regular Meeting of the City Council of the City of Poway, was called to
order at 7:07 p.m. by Mayor Cafagna at the Community Park Auditorium, 13094 Ciyic Center
Drive, Poway, California, for a Town Hall Meeting.

PLEDGE OF ALLEGIANCE
Deputy Mayor Emery led the pledge of allegiance.
MEETING INTRODUCTION: Mayor Cafagna welcomed the public and gave an overview of
the meeting agenda.
PUBLIC ORAL COMMUNICATIONS
Mayor Cafagna explained the procedures for Public Oral Communications. The following
people spoke:
Michael Kulis, San Diego County Regional Airport Authority, announced their town hall
meeting on Monday, October 25,2005, from 6:00 p.m. to 8:00 p.m. at Westview High School
and invited all to attend.

Howard Auten, Oak Knoll Road, spoke on eminent domain and asked the City Council to
adopt an ordinance prohibiting the taking of priyate property for public use.
Christian Todesco, Pedriza Driye, was concerned about mature trees being cut down in the
community and replaced by smaller, less mature trees.
Wayne Brannon, Dos Hermanos Road, spoke on the need for water in East Poway and the
wish to keep that area rural with 4-acre minimum lots. He was concerned about SDG&E
power lines going through Ramona and Santee, placing Poway right in the middle.
PRESENTATION
Development in Poway: Niall Fritz, Director of Development Services, and Deborah
Johnson, Director of Redeyelopment Services, proYided an overview of deyelopment in
Poway and gave a PowerPoint presentation.
QUESTION & ANSWER PERIOD
A question and answer period was held where residents asked questions and shared their
concerns with the Council. The City Council and staff responded to their concerns. The
following residents spoke:
Cindy Gomppers Graves, Gaelyn Court, challenged the City Council to invest in the older
residential neighborhoods to preserve the community character.
Connie Messina, Oak Knoll Road, urged Council to cure blight in the Oak Knoll area, and
support the revitalization plan, include the community in the process, and asked the Council
to approve a park for this area of the community. She also voiced her concerns on the
amount of money being spent for the Train Barn in Old Poway Park.
Lewis Board, Espola Road, inquired if Espola Road needed improvements.
Dee Fleischman, Midland Road, inquired on several redevelopment and deyelopment issues.
She objected to the City Council also serving as the Planning Commission and the
Redevelopment Agency members.
Mayor Cafagna shared information on state-mandated affordable housing requirements and
the impact to Poway in the future.
Bob Myers, Acorn Patch Road, asked what residents could do to assist the Council in
opposing the increasing state mandates related to housing.
Marijo VanDyke suggested that the City look at ways to accommodate new people into all
areas of the community and to distribute affordable housing throughout the city.

Richard Metz, Billy Lane, complained that he is being impacted by a business being run out of
a nearby home causing increased traffic and noise.
Connie Messina. Oak Knoll Road, spoke of core values and the need for strong community
identification. She asked about the funding for the Kumeyaay Ipai Interpretive Center.
CLOSING COMMENTS
The Mayor and Councilmembers made closing remarks about issues brought up during this
meeting and expressed their appreciation to the residents for attending and communicating
their ideas and concerns.
ADJOURNMENT: Mayor Cafagna adjourned the meeting at 8:50 p.m.
