The September 12, 1991, meeting of the City Council of the City of Poway,
adjourned from the September 10, 1991, regular meeting, was called to order at
4:40 p.m. by Mayor Goldsmith at the City Council Chambers, 13325 Civic Center
Drive, Poway, California.

was no one present wishing to speak.
ITEM 3
SOLID WASTE RECYCLING STATUS
Item introduced by City Manager Bowersox. Staff report by Director of Public
Services Archibald. AB 939 requires a reduction in the amount of solid waste
going to landfills by 25% by January 1, 1995. The County Board of Supervisors
has adopted a mandatory recycling ordinance which requires a residential curb-
side recycling program by September 1, 1992; diversion of all construction
debris by October 1, 1993; a yard waste program by January 1, 1994; and a
commercial/industrial recycling program by July 1, 1994.

Staff has defined several options to meet the mandatory recycling deadlines and
recommends they begin discussions with the major trash haulers in the City and
determine if a franchise can be negotiated. Following completion of of the
Integrated Waste Management Plan in November and the North County Cities
Coalition alternatives study, staff will make a recommendation to the Council
for an appropriate course of action.

Council discussed locating a site in Poway as a materials handling facility;
need to continue to provide opportunities for non-profit groups such as the Band
Boosters and Boy Scouts to make money from their recycling efforts; desire to
promote market-based competition; and using lessons learned from water crisis in
the trash crisis.
Jeff Ritchie, General Manager of Mashburn Sanitation, spoke briefly about his
firm's involovement in curbside recycling in other commuinities. Terry
Henderson, President of the Poway Music Boosters, reminded the Council that
there are two types of recyclables, those with a redeemable value such as
aluminum cans and newspaper, and those with no redeemable value such as bi-metal
cans.
Motion by Councilmember Emery, seconded by Councilmember Snesko, to direct staff
to explore franchising with the haulers and, as soon as possible, locate a
materials handling facility in Poway that would include public access. Motion
carried 4-0 with Councilmember Higginson absent.
