CC 2005 09-27 CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL REGULAR MEETING SEPTEMBER 27, 2005 The September 27,2005, Regular Meeting of the City Council of the City of Poway, was called to order at 7:02 p.m. by Mayor Cafagna at the City Council Chambers, 13325 Civic Center Drive, Poway, California. COUNCILMEMBERS PRESENT Merrilee Boyack, Don Higginson, Betty Rexford, and Mickey Cafagna COUNCILMEMBERS ABSENT Bob Emery STAFF MEMBERS PRESENT James L. PRESENTATIONS A. Presentation of Proclamation declaring October 7, 2005 as California Arts Day. Mayor Cafagna presented the proclamation to Councilmember Rexford. (0710-40) CITY COUNCILMEMBER ANNOUNCEMENTS Mayor Cafagna announced that City Manager Jim Bowersox is the recipient of a 35 year Service Award from the International City/County Management Association praising his dedication to public service and unwavering dedication to the citizens of Poway. 8495 Page 2- CITY OF POWAY - September 27,2005 PUBLIC ORAL COMMUNICATIONS Mayor Cafagna explained the procedures for Public Oral Communications. The following people spoke: Dee Fleischman, 14428 Midland, Poway, commented on the Poway Plaza remodel and the need for shade elements along walkways, and voiced concerns about the pine trees being cut down behind Dixieline. Jeff Switzer, 1224 Via Privada, Escondido, spoke in opposition of the Palomar Pomerado Hospital expansion as currently planned. CONSENT CALENDAR Items 1 through 5. Motion by Councilmember Rexford, seconded by Councilmember Boyack, to approve the Consent Calendar as submitted: 1. Ratification of Warrant Reqister for the period of August 29 through September 2, 2005. (0475-20) 2. Award of Bid for the Hillearv Park and Lake Poway Upper Playqround Renovation Proiect to Alvand Construction, Inc., in the amount of $431 ,311 with an appropriation of $25,000 from the State Grants Undesignated Fund Balance (242-8912) to CIP No. 1662 and a transfer of $2,500 from CIP No. 1648A to CIP No. 1662. (0700-10) 3. Acceptance of the Camino Del Valle Pump Station (#1823) located at 12908 Camino Del Valle from TC Construction Company, Inc. APN: 275-380-33. Continue item to October 25,2005. (0700-10) 4. Approval of the Powav Chamber of Commerce Visitor Services Proqram budqet for FY 2005-06 with an appropriation of $32,500 from the Unappropriated General Fund balance (100-8912) to the Visitor Services Program fund (5973). (043040) 5. Approval of Law Enforcement Contract for Fiscal Year 2005/2006 in the amount of $8,097,328. (0700-10) Motion carried 4-0 with Deputy Mayor Emery absent. CITY MANAGER ITEMS 6. City Manager Bowersox praised Sheriffs Captain Charlie Campe excellent job noting the decline in the City's crime rate during his tenure. Mr. Bowsersox also announced that Director of Administrative Services Warren Shafer will retire from the City of Poway effective December 29, 2005, after 12 years of service to the City of Poway, and 35 years of service in local government. Mr. Shafer has agreed to stay on with the City until his successor is selected. 8496 Page 3- CITY OF POWAY - September 27,2005 CITY ATTORNEY ITEMS 7. Closed Session. Poway Bob's Restaurant Review - No review was given as Deputy Mayor Emery was absent from the meeting. CLOSED SESSION Mayor Cafagna called for a Closed Session at 7:32 p.m. as requested by the City Attorney. CALL TO ORDER AND ADJOURNMENT Mayor Cafagna called the meeting back to order at 8:30 p.m., with all Councilmembers present. There was no reportable action arising from the Closed Session.
