PRESENTATIOH Mayor Goldsmith presented plaques of appreciation to Alan Sugarman for his service on the Redevelopment Advisory Committee and to Stephanie Starks, DeAnne Erickson, Rufino Vargas, Susan Callery, and Michael Cafagna for their service on the Migrant Worker Housing Advisory Committee. Tom Tremble, Larry Quate and Duke Ayers were unable to be present from the Migrant Worker Housing Advisory Committee. PUBLIC ORAL C(X4NUHI~TICX4~ Mayor Goldsmith explained the procedure for Public Oral Communications. Present to speak were: 1. Anthony Festant, 13679 Somerset, thanked the City Council for their assistance in getting the Somerset Road drainage improved. 2. Mike Schoonover, 2205 E. Valley Parkway, Escondido, representing Marjorte Ogle, requested a rezone of Mrs. Ogle's property to CG. 4352 Page 2 - CITY OF POWAY - October 22, 1991 CONSENT CALENDAR Motion by Councilmember Emery, seconded by Councilmember Snesko, to adopt the Consent Calendar as follows: 11. Approval of Minutes - City Council: September 24, 1991, Regular Meeting October 1, 1991, Regular Meeting 13. 14. 15. 16. 17. 18. 19. Ratification of Warrant Registers for September 26 and October 3, 1991. Denial of claim for damages: Leisa Blamdal Removal from calendar of acceptance of public improvements for Tentative Tract Map 87-08, Stratford Communities, applicant. Release of grading bond for Poway Creek Estates, G-713-90, Chilcote, Inc., applicant. Designation of industrial and commm))ercial portions of the South Poway Planned Community as the South Poway Business Park. Adoption of Resolution No. 91-119 entitled, "A Resolution of the City Council of the City of Poway, California, Approving a California Smoke-Free Cities Mini-Grant Application and Tobacco Prevention Project of Poway." Authorization to purchase a double-wide mobile home for Poinsettia Mobile Home Park resident managers and appropriation of up to $45,000 from the Redevelopment Agency Contingency Fund. 20. Approval of final map for Tentative Parcel Map 91-10, Parkway Business Centre Partners. 21. Approval of substitution of West Coast General Corp. for Blanchard Construction, Inc., as grading subcontractor on South Poway Expressway/ Scripps North Parkway project. Motion carried unanimously. ITEM 5 TENTATIVE TRACT MAP 87-03TE(2) APPLICANT: DONALD BREIHAN Mayor Goldsmith opened the public hearing. Staff report by Assistant City Manager Fitch. This is a request for a second one-year time extension for a subdivision of 33 acres into 55 lots for a 50 unit mobile home park on the east side of Co,ml~unity Road, south of Civic Center Drive. Staff recommends approval. There was no one present wishing to speak. 4353 Page 3 - CITY OF POWAY - October 22, 1991 Motion by Councllmember Hlgginson, seconded by Councilmember Emery, to close the public hearing, find that the previously certified Final EIR and subsequent EIR for the South Poway Specific Plan is sufficient, adopt Planning Resolution No. P-91-70, entitled, "A Resolution of the City Council of the City of Poway, California, Approving Tentative Tract Map 87-03TE{2), Assessor's Parcel Number 317-480-06." Motion carried unanimously. ITEM 5 LIBRARY ELEMENT OF GENERAL PLAN Mayor Goldsmith opened the public hearing. Staff report by Assistant City Manager Fitch. The Library Advisory Col~w~Ittee has worked to develop standards for size, number of books, etc. Staff has proposed some changes to their recommendations based on the Libraries Designed for Users Planning Handbook. The Committee recommends one square foot per resident and staff is recomlml~ending a sliding scale of 0.5 to 0.8 square feet. Speaking in opposition to staff recommendation: Joye Davisson, 13733 Celestial Road, President of the Friends of the Library Bill Crawford, 13955 Cree Court, member of the Library Advisory Committee Council directed questions to David Smith, Library Consultant, who has been working with the Library Advisory Committee. Council questioned whether a specific number should be included in the General Plan, recognizing that the site selection is dependent on the planned ultimate size. Tentative motion by Councilmember Emery, seconded by Councilmember Snesko to remove the specific square footage language and direct staff to bring back wording for a statement that the City recognizes the square footage needs as recommended by the Library Advisory Committee and library consultant and adopted by the City Council. Motion carried unanimously. Motion by Councilmember Emery, seconded by Councilmember Higginson to continue this to the General Plan hearing on October 29, 1991. Motion carried unanimously. ITEM 7 VACATING PUBLIC STREETS TENTATIVE TRACT MAP 84-08 Mayor Goldsmith opened the public hearing. Staff report by Assistant City Manager Fitch. The owners in The Grove Subdivision {TTM 84-08) have petitioned for the vacation of the streets in their subdivision to create private streets. Staff recommends approval. There was no one present wishing to speak. 4354 Page 4 - CITY OF POWAY - October 22, 1991 Motion by Councilmember Emery, seconded by Councilmember Snesko, to close the public hearing, adopt Resolution No. 91-120 entitled, "A Resolution of the City Council of the City of Poway, California, Declaring the Intention to Vacate Public Streets, to wit: Eden Grove, Harvest Crescent, Harvest Court, Harrow Lane, Harrow Place and Bounty Way, all in City of Poway Tract 84-08, Map No. 12044 (Vacation 91-D8)," and direct the City Clerk to record a certified copy of the resolution concurrent with the recordation of "Grant of Private Street Easements and Declaration of Covenants Pertaining to Poway Tract 84-08 Road Maintenance Association." Motion carried unanimously. ITEM 8 LAKE POWAY RECREATION FEES Mayor Goldsmith opened the public hearing. Staff report by Assistant City Manager Fitch. The State Department of Water Resources has requested that the city charge resident and nonresidents the same fishing permit fee at Lake Poway, since the State financed the recreation improvements through the Davts-Grunsky funds. Staff recommends approval. There was no one present wishing to speak. Motion by Councllmember Higginson, seconded by Councilmember Snesko, to close the public hearing and adopt Resolution No. 91-121 entitled, "A Resolution of the City Council of the City of Poway, California, Establishing Parking, Fishing, and Boat Rental Fees at Lake Poway Recreation Area and Rescinding Resolution No. 90-226." Motion carried unanimously. ITEM 9 POWAY ROAD WEST IMPROVEMENTS Staff report by Assistant City Manager Fitch. On July 29, 1991, the City Council approved a project for the west end of Poway Road, including medians and a soundwall on the north side. On September 24, 1991, two residents on the south side of Poway Road requested additional access to their property through the medians. Staff has reviewed the project with these residents and is recom- mending a short left-turn pocket be created for westbound traffic. This will shorten the left-turn pocket into Iola by 40 feet for eastbound traffic. Speaking in opposition to staff recommendation: Mike Fry, 12819 Selma Court, suggested a frontage road be developed to avoid the hazard of people pulling in and out of driveways. Following discussion, motion by Councilmember Emery, seconded by Councilmember Snesko to approve staff recommendation. Motion carried 4-1 with Councilmember McIntyre voting "no." 4355 Page 5 - CITY OF POWAY - October 22, 1991 ITEM 10 SITE SELECTION CRITERIA FOR AFFORDABLE HOUSING OVERLAY Staff report by Assistant City Manager Fitch. The Redevelopment and Housing Advisory Committee has proposed site selection criteria for the Affordable Housing Overlay designation. Betty Rexford, a member of the Committee, presented the report. Mayor Goldsmith suggested that mixed use and transit-oriented development be added to the definition of compatibility. Speaking in ~favor of staff recommendation: Randy Wllklns, 14617 Acton Court, representing the Garden Road Association, suggested that a 2 to 1 density increase over surrounding property would be maximum allowed in residential zones and in commercial it would relate to the existing zoning. Alan Sugarman, 13385 Fallen Leaf Road, representing the Green Valley Civic Association, requested a clarification in the definition of compati- bility. Susan Callery, 13065 Edina Way, member of the Redevelopment and Housing Advisory Committee. Mike Fry, 12819 Selma Court, representing the Poway Civic Association, suggested one mile for seniors to walk to shopping is too far. Jerry Hargarten, 13622 Orchard Gate Road Mickey Cafagna, 13771 Vista Poniente, member of the Redevelopment and Housing Advisory Committee. Councllmember McIntyre requested that criteria #3 be divided into two items, the first stating that the sites selected should be distributed so as to not over- impact any one area, and the second to talk about the impact on local streets and schools. Motion by Councllmember McIntyre, seconded by Councilmember Emery, to refer all the co~)ents by the public and Council to the Redevelopment and Housing Advisory Committee for their meeting of October 28, 1991 and request the Co,,,,llttee present their revised recommendation to the City Council on October 29, 1991. Motion carried unanimously. RE~E$$ AgD CALL TO (~RDER Mayor Goldsmith recessed the meeting at 8:50 p.m., and called it back to order at 9:OD p.m., with all Councilmembers present. ITEM 22 CITY MANAGER ITEMS A. Assistant City Manager Fitch stated the water conservation efforts for the week resulted in a 16~ savings and 13% for the month. 4356 Page 6 - CITY OF POWAY - October 22, 1991 Be Assistant City Manager Fitch announced that City Attorney Steve Eckis is the 1991-92 President of the City Attorneys Department of the League of California Cities. ITEM 23 CITY ATTORNEY ITEMS City Attorney Eckis presented a report responding to complaints from Bill Barnick regarding the insulation installed at his home at 14646 Sunrise Canyon Road. Council concurred to receive and file the report. AND ~ITY (.'(~EIL-I#ITIATEO ITEl(5 25. A) Mayor Goldsmith reported on various resolutions adopted by the League of California Cities at their recent Annual Conference. B) Mayor Goldsmith presented a proposed program to improve city respon- siveness, including increasing the size and responsibilities of the Budget Review Committee. Council concurred to schedule this for the November 21 workshop for discussion. c) Following discussion, Councllmember McIntyre stated she will continue to serve as the alternate to the Governance Advisory Group. 27. A) Councllmember McIntyre stated the City has received a letter from residents on Luis Street requesting a traffic signal at Pomerado Road and Casa Avenida and a pathway west from Pomerado Road to assist children walking to school at Bernardo Heights Middle School and High School. Director of Engineering Services Weston stated the Traffic Safety Committee has met and discussed this and concur a traffic signal and pathway in that area would be beneficial. They are also working with Poway Unified School District officials to keep the back gate open to the school so the students can get in that way. B) Councilmember McIntyre received concurrence to request a memorandum from the Redevelopment Agency's legal counsel regarding the use of Agency funds to lease or purchase property for a library, as well as furnishing the library. 28. Councilmember Snesko requested that staff review recommendations with the Committee before bringing to Council, particularly when the recommendation is different than the Committee's. 4357 Page 7 - CITY OF POWAY - October 22, 1991 AI:NI(~IRH¥1ENT Upon motion by Councllmember Hlgginson, seconded by Councilmember Emery, Mayor Goldsmith ordered the meeting adjourned.
