MINUTES OF THE CITY COUNCXL ADJOURNED REGULAR NEETING
NOVEMBER 7, 1991
The November 7, 1991, meeting of the City Council of the City of Poway,
adjourned from the November 5, 1991 regular meeting, was called to order at 4:35
p.m., by Mayor Goldsmith at the City Council Chambers, 13325 Civic Center Drive,
Poway, California.

PUBLIC ORAL COHMUNICATIONS
Mayor Goldsmith explained the procedure for Public Oral Communications. There
was no one present wishing to speak.

WATER ISSUES
Linda Brannon, Poway's representative on the Board of Directors of San Diego
County Water Authority reported that SDCWA anticipates a $10 per acre foot
increase in 1992 and a $10 per acre foot increase in 1993, both for their capital
improvement program. Metropolitan Water District is now proposing to increase
their per acre foot charge from the current $222 to $486 by 1996. She commended
staff for tying the water rates to the seven stage ordinance and suggested there
be something in the Ordinance that recognizes Poway's uniqueness with the high
percentage of outdoor water use. She also suggested that new businesses in South
Poway be required to develop a conservation plan with the assistance of DART.
Staff report by City Manager Bowersox. A water rate structure which adjusts to
each level of the proposed seven stage water conservation plan is proposed and
reflects public input received in public hearings earlier this year. In
addition, staff is presenting information regarding the water fund revenues,

including MWD water rebates, income from water penalties, and projected credits
to be given with the November/December billings.
Council discussed putting a cap on consumption and concurred, subject to the
City Attorney's concurrence, that new meter connections should have such a cap.
DART Manager Garry MacPherson discussed the appeals which they have been
receiving and stated they fall generally into three categories: 1) new
construction with no 1989 history; 2) existing homes with new landscaping
creating a greater demand than the 1989 base usage; 3) additions in household
size over the 1989 base. Following discussion, Council concurred that if staff
needs a clearer policy on handling appeals, they can come back to the Council
with a separate report.
Following discussion, Council concurred to put the $48,000 in water conservation
incentives into the water fund to compensate for reduced revenues. The penalty
funds left after credits have been given are to be put into a water development
fund. They also suggested that any proposals on rates or incentive programs
should be sent out for comment to various community groups, such as the Landscape
Maintenance Advisory Committee, the Chamber of Commerce and the Civic
Associations, then discussed at a workshop prior to a public hearing.

Motion by Councilmember Emery, seconded by Councilmember Snesko, Mayor Goldsmith
ordered the meeting adjourned. The time of adjournment was 6:05 p.m.
