CC 1991 11-21 CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING NOVEMBER 21, 1991 The November 21, 1991, meeting of the City Council of the City of Poway, adjourned from the November 19, 1991, regular meeting was called to order at 4:40 p.m., by Mayor Goldsmith at the City Council Chambers, 13325 Civic Center Drive, Poway, California. COUNCZLMEHBERS PRESENT AT ROLL CALL Bob Emery, Kathy McIntyre, Jan Goldsmith COUNCILMEMBERS ABSENT AT ROLL CALL Don Higginson, Tony Snesko (Councilmember Snesko arrived at 4:50 p.m.) STAFF MEMBERS PRESENT James Bowersox Marjorie Wahlsten Steve Eckis John Fitch Peggy Stewart Bob Thomas Steve Streeter Patrick Foley City Manager City Clerk City Attorney Assistant City Manager Director of Administrative Services Director of Community Services Assistant Director of Planning Services Principal Management Analyst PUBLIC ORAL COMMUNICATIONS Mayor Goldsmith explained the procedure for Public Oral Communications. There was no one present wishing to speak. ITEM 3 (202-01) CITY RESPONSIVENESS AND ADMINISTRATION Mayor Goldsmith stated he had brought this item up because, after ten years, it's time to fine tune the city's processes. His proposal, originally presented at the October 22, 1991 City Council meeting, covers the committee process, the budget process, and staff efficiency. City Manager Bowersox stated there is much merit in introspection and suggested examining how we manage our resources, determine what the Council wants to delegate to other bodies, and do a performance audit of staff's procedures. He suggested there are certain policy decisions that must be made by the City Council, including the roles of the Council, the City Manager, and the Committees. Councilmember Emery stated he was in favor of: 1) an objective assessment done by an outside consultant of both staff's procedures and the committee structure; 2) Budget Committee operating longer and being involved in the Council's goals process; 3) a Housing Committee. He stated he is not in favor of a Planning Commission. 4389 Page 2 - CITY OF POWAY - ADJOURNED REGULAR MEETING - November 21, 1991 Councilmember McIntyre stated we need an on-going commitment to improve and an independent assessment would be valuable in helping us revise our way of thinking. She suggested the following issues/needs: 1) a mission statement for the City; 2) determining what is in the best interest of the citizens and taxpayers; 3) workplan similar to Escondido's; 4) privatization or public/private partnerships to reduce costs; 5) using telecommunications to serve the public; 6) reduction of staff involvement in Committee process; 7) separate recommendations to the Council from staff and Committee; 8) more Council involvement in the budget preparation; g} bi-annual citizen surveys on how government can be more responsive; 10) town hall meetings to get citizen input; 10) Council directing the independent assessment. Councilmember Snesko concurred with: 1) a Council-directed independent audit but suggested it could be done by retired municipal professionals rather than by someone in the private sector; 2) reduced staffing of Committees; 3) depending on the duties, the formation of Housing Commission. Following discussion, Mayor Goldsmith announced the following consensus/direction on this item: City Manager to prepare a revision to the Budget Review Committee charter to reflect appointment in January and serving through two budget years. The City Council will hold their Goals & Objectives workshop in February. City Manager to prepare a report regarding what types of groups/- individuals are available to do an independent audit. The City Council will hold a workshop to determine what needs to be assessed and will supervise the assessment. The Redevelopment and Housing Advisory Committee to discuss the formation of a Housing Commission and report back to the City Council. The City Manager to report back regarding the formation of a "Competitiveness Commission."
