NINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING
JANUARY 16, 1992
The January 16, 1992, meeting, adjourned from the January 14, 1992 regular
meeting of the City Council of the City of Poway, was called to order at 4:38
p.m., by Deputy Mayor McIntyre at the City Council Chambers, 13325 Civic Center
Drive, Poway, California.

CLOSED SESSION
Deputy Mayor McIntyre called for a closed session at 4:40 p.m. pursuant to
Government Code §54956.9(a), pending litigation, Slagill Corporation v. City of
Poway which was continued from January 14, 1991.
CALL TO ORDER
Mayor Goldsmith, who arrived during the closed session, called the meeting back
to order at 4:56 p.m. with all Councilmembers present.

PRE-APPLICATION FOR GPA 92-01A
APPLICANT: PAT PAULSON
City Manager Bowersox reviewed the General Plan Amendment pre-application process
which was established by Council Resolution to allow applicants to determine the
level of Council interest in a proposal.
Staff report by Director of Planning ServicesWright-Quastler. This is arequest
for a General Plan amendment for two contiguous parcels totaling 1.20 acres on
the south side of Monte Vista Road. One of the parcels was designated to meet
parking requirements for the National Health Center, however they have dropped
plans to expand and no longer require the use of the parcel. The owners, Philip
Butzen and John Hamiter, have proposed redesignating the properties from RS-7 to
either Commercial Office (CO) or Residential Condominium (RC) or Residential
Apartment (RA).
Council concurred they would prefer CO or leave RS-7 with the Affordable Housing
(AH) overlay.
John Hamiter, 11858 Lomica Drive, San Diego, was present to hear the Council
discussion.
ITEM 4 (202-01)
CITY MANAGEMENT AUDIT
Staff report by City Manager Bowersox. On November 21, 1991, the City Council
held a workshop to discuss Mayor Goldsmith's proposal to improve City
responsiveness and administration. Staff was directed to prepare information
about independent management audits and is presenting material gathered from
eight different firms which specialize in providing management assistance to city
and county governments.
Following extensive discussion, motion by Councilmember Emery, seconded by
Councilmember Snesko, to direct staff to prepare a Request for Qualifications and
bring it back to Council along with a recommended process to select a firm.
Motion carried 4-0 with Councilmember Higginson absent.
Councilmember McIntyre requested that the RFQ be sent to firms with private
sector experience also.
ADJOURNMENT
Upon motion by Councilmember Emery, seconded by Councilmember Snesko, Mayor
Goldsmith ordered the meeting adjourned. The time of adjournment was 5:45 p.m.
