MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR HEETING
APRIL 9, 1992
The April 9, 1992, meeting, adjourned from the April 7, 1992 regular meeting
of the City Council of the City of Poway, was called to order at 4:40 p.m., by Mayor
Goldsmith at the City Council Chambers, 13325 Civic Center Drive, Poway, California.

PRE-DEVELOPMENT CONFERENCE - BMX TRACK
APPLICANT; DENNIS HOFFMAN
Dennis Hoffman stated he is attempting to purchase the county-owned property on
Sycamore Canyon Road, known as the Pallas Pit, for use as a Bicycle Motocross (BMX}
track. Anyone using the facility would be a member of the American Bicycle
Association. Racing would take place three nights a week with one practice night.
Anticipated traffic would consist of 50-70 cars.
In response to Council query, City Attorney Eckis stated that if this use was
allowed in the RR zone prior to 1988, there would be no Proposition FF implications.
City Manager Bowersox also stated that one potential alignment of SR 125 goes
through this property, and the question of commercial recreation vs private
recreation in a residential zone will have to be addressed.
Council concurred they have no opposition to the use itself, but cautioned the
applicant of opposition from local residents if this comes back at a public hearing
because of traffic impacts, light pollution and noise. They urged Mr. Hoffman to
do his "homework" and the next step would be a formal application for a Conditional
Use Permit.

PRESENTATION BY SAN DIEGO GAS & ELECTRIC
Carol Dorman, Governmental Affairs Representative from San Diego Gas & Electric, and
Phil Zellers, Supervisor of Electric System Design, presented "A Guide for
Governmental Officials" and explained the underground utility program. Mayor
Goldsmith acknowledged that San Diego Gas & Electric is the largest payer of
property taxes in San Diego County.
(Councilmember Higginson left the meeting at 5:15 p.m.)
ADJOURNMENT
At 5:30 p.m. Councilmembers Snesko and Emery were "arrested" by the American Heart
Association representatives and taken out in handcuffs to participate in the
"Cardiac Arrest" fundraising event. The meeting adjourned due to loss of a quorum.
