CC 2006 01-31 CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL REGULAR MEETING JANUARY 31, 2006 The January 31,2006, Regular Meeting of the City Council of the City of Poway, was called to order at 7:00 p.m. by Council member Emery at the Poway City Council Chambers, 13325 Civic Center Drive, Poway, California, for a Regular City Council Meeting. COUNCILMEMBERS PRESENT Merrilee Boyack, Bob Emery, and Don Higginson COUNCILMEMBERS ABSENT: Betty Rexford, Mickey Cafagna Motion by Councilmember Higginson and seconded by Council member Boyack to appoint Council member Emery to sit as Mayor Pro-Tempore in view of the absence of the Mayor and Deputy Mayor. Motion carried 3-0, with Mayor Cafagna and Deputy Mayor Rexford absent. PRESENTATIONS A. Presentation by the San Diego County Regional Airport Authority regarding their Airport Site Selection Program. Angela Shafer-Payne, Vice President of Strategic Planning for the Airport Authority gave the presentation on the future of air transportation in San Diego. B. Presentation by the Metropolitan Transit System (MTS) regarding their Comprehensive Operational Analysis for Poway. Paul Jablonski, Chief Executive Officer and Conan Chung, Director of Planning gave the presentation noting proposed route changes in Poway. Public hearings will be held seeking input prior to any changes in the routes. 8578 Page 2- CITY OF POW A Y - January 31 , 2006 Terri Ambrezewicz, representing Poway Unified School District, noted that changes to the bus route that serves the High School could negatively impact its student riders because of varying school hours during the week. CITY COUNCILMEMBER ANNOUNCEMENTS Poway Bob's Restaurant Review. Councilmember Emery gave the review on Rubio's restaurant saying the food and service was very good. PUBLIC ORAL COMMUNICATIONS Councilmember Emery explained the procedures for Public Oral Communications. No one was present wishing to speak. CONSENT CALENDAR: Motion by Councilmember Higginson and seconded by Councilmember Boyack to approve the Consent Calendar consisting of items 1,2,5 and 6 as submitted. 1. Ratification of Warrant Reqister for the period of January 2 - 6,2006. (0475-20) 2. Approval of Minutes - City Council January 10, 2006 Regular Meeting 5. Reiection of Claims for Damage (2) - David Kraus & James Worley. (0190-10) 6. Approval of the implementation of the Home Enhancement Loan Proqram (HELP) which will assist recipients of the SHOP Program loans to rehabilitate their homes and assist with revitalizing existing Poway neighborhoods. (0260-10) Motion carried 3-0 with Deputy Mayor Rexford and Mayor Cafagna absent. CITY MANAGER ITEMS 7. Assistant City Manager Riley and Sheriffs Captain Campe introduced Lieutenant David Corn, newly assigned to Poway Sheriffs Station.
