MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING
AUGUST 27, 1992
The August 27, 1992, meeting of the City Council of the City of Poway,
adjourned from the August 25, 1992, regular meeting, was called to order at 4:46
p.m., by Mayor Goldsmith at the City Council Chambers, 13325 Civic Center Drive,
Poway, California.

SCHEMATIC DESIGN OF NEW LIBRARY
Staff report by City Manager Bowersox. Since early May 1992, the Library
Advisory Committee, including Councilmember McIntyre, has been meeting with
Cardwell/McGraw Architects; the Library consultant, David Smith; representatives
from the Friends of the Library; and County Library staff, in developing the
schematic design for the new library. The Library Advisory Committee unanimously
approved the schematic design summary on August 19, 1992. It is within the
construction budget of $2,040,000. Staff recommends approval and authorization
to proceed with RFP for asbestos removal.
Director of Community Services Thomas introduced Rick Cardwell who introduced the
team of architects. Brad Miller reviewed the progress to date and the next steps
in the process including design development, bidding, and construction.
Councilmember McIntyre requested that the tenants of the Town & Country Shopping
Center be invited to all future meetings regarding the library.
Council discussed the amount of space assigned to staff, children and youth. The
architects noted that the space allocation reflects David Smith's work plan. The
building is designed to be functional for the community for 25 years without
retrofitting.

Council discussed adding more windows on the north, east and south sides and for
the interior staff offices; extending the canopy down the east side; extending
the sidewalk effect to Poway Road; and having flexible use of the extra office
space until it is needed for office space.
Sue Sheldon, 13411Starridge St., expressed pedestrian concerns and requested a
drop off point at the front door, a loading area next to the front door for
people using the community rom, and diagonal parking on the east side next to the
building.
Cynthia Jahns, Mike Averill, and Bill Crawford, members of the Library Advisory
Committee, addressed the Council on several points in response to Council
comments.
Motion by Councilmember Higginson, seconded by Councilmember Emery to approve the
schematic design with all their comments referred to the Committee for review;
and authorized staff to proceed with request for proposal for asbestos removal.
Motion carried 4-0 with Councilmember Snesko absent.
