NINUTES OF THE CITY COUNCIL REGULAR MEETING
SEPTEMBER 1, 1992
The September 1, 1992, regular meeting of the City Council of the City of
Poway, was called to order at 7:00 p.m., by Deputy Mayor McIntyre at the City
Council Chambers, 13325 Civic Center Drive, Poway, California.

PRESENTATION
City Manager Bowersox presented an Employee Suggestion Award to Jesse Tano,
Engineering Technician. Penny Riley, DART Coordinator, was not able to be
present to accept her award.
PUBLIC ORAL COMMUNICATIONS
Deputy Mayor McIntyre explained the procedure for Public Oral Communications.
There was no one present wishing to speak.

Motion by Councilmember Emery, seconded by Councilmember Higginson, to approve
the Consent Calendar as follows:

the renovation of the entire existing electrical system at Poway Royal
Estates Mobilehome Park. (1601-11R)
14.1 Reaffirm support for pending legislation regarding San Diego Area
Wastewater Management District, SB 1225. (1503-17)
Motion carried 4-0 with Mayor Goldsmith absent.

City Manager Bowersox stated that these two items were placed on the agenda at
the August 4, 1992 City Council meeting. At the August 25, 1992 meeting, Council
directed the City Attorney to prepare an ordinance placing a moratorium on
development of AH sites to any use other than AH~ The ordinance is scheduled for
September 8, 1992. Staff recommends continuance of these two items to September
8, 1992 in order to consider these items together.
Motion by Councilmember Emery, seconded by Councilmember Snesko to continue
consideration of applying an Affordable Housing Overlay to Site 15, west of
Pomerado Road, north of Von's Center, to September 8, 1992. Motion carried 4-0
with Mayor Goldsmith absent.
Deputy Mayor McIntyre opened the public hearing on Item 6. Donald Worley, 401
B Street, Suite 1150, San Diego, attorney representing the owners of Site 27,
requested the property not be designated AH as they have plans for a surgi-center
for this site and wish to proceed. He stated he could attend the September 8
meeting, but requested to be heard prior to the ordinance. City Attorney Eckis
stated the order of the agenda had not been determined.
Motion by Councilmember Emery, seconded by Councilmember Higginson to continue
consideration of applying an Affordable Housing Overlay to Site 27, on the north
side of Monte Vista Road to September 8, 19'92. Motion carried 4-0 with Mayor
Goldsmith absent.

LANOSCAPING AT METATE AND COHMUNITY
Staff report by City Manager Bowersox. At the July 21, 1992 City Council
meeting, Mr. Bill Cross requested the city provide landscaping along the slope
at the northwest corner of the intersection of Metate Lane and Community Road.
On August 4, 1992 staff reported that the estimated cost was $50,000. Council
requested that staff find a temporary measure to control dust and erosion. Staff
recommends installation of mulch until the permanent landscaping is installed.
This will also serve as a soil amendment.
Speaking in opposition to staff recommendation:
Bill Cross, 13105 Corona Way, asked what the time frame for permanent
landscaping would be.
City Manager Bowersox stated the Council will be reviewing all proposed
redevelopment capital improvement Projects with the revised Redevelopment Plan
in the spring of 1993. This project can be placed on the priority list at that
time.
Councilmember Emery asked if this property is in a landscape maintenance district
or if it would be maintained as part of the mobilehome park landscaping.
Motion by Councilmember Emery, seconded by Councilmember Snesko to refer this
project to staff for consideration in the 1993-94 budget or as outlined by the
City Manager. Motion carried 4-0 with Mayor Goldsmith absent.
ITEM 10 (1110-09)
NOISE ANALYSIS FOR SCRIPPS POWAY PARKWAY
Item introduced by City Manager Bowersox. Staff report by Director of
Engineering Services Weston. As a followup to the June 11, 1992 workshop, staff
has reviewed the noise impacts section of the Environmental Impact Report for
Scripps Poway Parkway. The analysis demonstrated the expected noise levels met
City standards; however, the 60dBA CNEL noise contour was close to property lines
of existing homes. Staff recommends constructing a short soundwall along a
portion of roadway at the head of a gully above Old Stone Road to provide
additional sound attenuation and a greater margin of safety. He stated the City
received a letter from an owner of vacant property to the east requesting a
soundwall for this property however any walls required to mitigate noise impacts
on a specific project will be installed by the developer.
Motion by Councilmember Snesko, seconded by Councilmember Higginson to approve
construction of approximately 240 feet by 8 foot high soundwall to be done as a
change order by the contractor building the roadway. Motion carried 4-0 with
Mayor Goldsmith absent.

ITEM 15
CITY MANAGER ITEMS
A)
City Manager Bowersox stated the latest State budget information shows a
$300,000 loss to our General Fund.
B)
City Manager Bowersox stated that AB 2707 is on the Governor's desk for
signature.
c)
City Manager Bowersox stated the County of San Diego has issued a press
release regarding oriental fruit flies being found in southwest Poway. The
State will begin a ground-based eradication program on September 2, 1992
consisting of application of bait to the upper portion of telephone poles
and trees. They will also be installing more traps in the City.
Since this item was not on the agenda for discussion, and since the City
became aware of this at 3:00 p.m. today, City Attorney Eckis stated the
City Council could make the findings that the need to have on the agenda
arose within the last 72 hours. Motion by Councilmember Emery, seconded
by Councilmember Snesko to find that the need to discuss the State's
planned eradication program arose within 72 hours prior to the meeting and
to add this discussion to the agenda. Motion carried 4-0 with Mayor
Goldsmith absent.
Following discussion, motion by Councilmember Emery, seconded by
Councilmember Snesko tosupport ground-based treatment for the oriental
fruit fly but to request 10 days notice of any other type of treatment so
that we can provide input since aerial spraying is not proven to be non-
injurious to the public health. Motion carried 4-0 with Mayor Goldsmith
absent.
Don McKelvey, 13857 York Avenue, suggested we request as many traps as
possible in order to trap the flies rather than being forced to eradicate
using other methods. Councilmember Emery and Councilmember Snesko agreed
to add that to the original motion and it carried 4-0 with Mayor Goldsmith
absent.
ADJOURNMENT
Upon motion by Councilmember Higginson, seconded byCouncilmember Snesko, Deputy
Mayor McIntyre ordered the meeting adjourned to 6:30 p.m., Tuesday, September 8,
1992. The time of adjournment was 7:55 p.m.
