CC 1992 10-01 CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING OCTOBER 1, 1992 The October 1, 1992, meeting of the City Council of the City of Poway, adjourned from the September 29, 1992, regular meeting, was called to order at 4:40 p.m., by Mayor Goldsmith at the City Council Chambers, 13325 Civic Center Drive, Poway, California. There ITEM 3 (203-18) PRE-DEVELOPMENT CONFERENCE PRESBYTERIAN CHURCH ITEM 5 (203-18) PRE-DEVELOPMENT CONFERENCE POWAY PALACE & EATERY Mayor Goldsmith announced that Items 3 and 5 are being removed from the agenda at the request of the applicants. ITEM 4 (203-18) PRE-DEVELOPMENT CONFERENCE APPLICANT: RICHARD DARR Introduction by City Manager Bowersox. This is a proposal to construct a Pro Trac Grand Prix family recreation center at 12957 Poway Road consisting of electric Skittle Bugs and Tank Battle and Pro Trac go-karts powered by a Honda Engine. 4693 Page 2 - CITY OF POWAY ADJOURNED REGULAR MEETING - October 1, 1992 Richard Darr presented drawings of the proposed project. He stated this center could be used by the whole family. The existing building on the site would be converted to a ticket office and game room. The track would be a 30'x50' cement oval. Mr. Darr discussed safety issues, drainage, lighting, and noise control. City Manager Bowersox stated it would be necessary for the project to come back for approval as a conditional use permit at a public hearing. Council concurred this would be a beneficial use of the property, but encouraged Mr. Darr to solicit input from the neighbors, both residential and commercial. ITEM 6 (202-01) SCOPE OF STUDY ORGANIZATIONAL STUDY/MANAGEMENT AUDIT Introduction by City Manager Bowersox. He stated that approximately one year ago Council requested an organizational study/management audit be conducted. Through the request for proposal process Hughes, Heiss & Associates, in conjunction with BSI was chosen to do the study. Director of Administrative Services Stewart reviewed the proposal process. Eleven proposals were submitted and reviewed by the Evaluation Sub-Committee consisting of Councilmembers Higginson and Snesko, Bill Robertson of the Budget Review Committee, Assistant City Manager John Fitch, Management Analyst Janis Acosta and Director of Administrative Services Peggy Stewart. Four were chosen to be interviewed in depth, with the final recommendation from the Committee that Hughes, Heiss & Associates in conjunction with BSI be chosen. John Heiss was present with members of the team from both Hughes, Heiss and BSI to discuss the scope of work. John Heiss, of Hughes, Heiss & Associates, gave a background of their company stating they have been in business since 1974, and they have teamed with BSI Engineering because they are familiar with the City of Poway. Mr. Heiss introduced the other four members of the team that will be involved in the project. The two consultants from BSI are both senior members of the firm and not involved in the internal operations of the City of Poway. Mr. Heiss reviewed the scope of work proposed and stated it would be done in two phases. Phase I would consist of a diagnostic appraisal of current City government operations. Phase II would include a list of specific issues which require further study to resolve. These issues would be listed in priority order and would include estimates of the amount of staff time to resolve. Mayor Goldsmith gave some background information regarding the Councils request for this study and stated their confidence in staff. Council discussion included the formation of a steering committee, and cost of the study. Council concurred to go forward with the Organizational Study/Management Audit, and the appointment of a steering committee. The committee will consist of the following: Councilmembers Higginson and Snesko, James Bowersox, City Manager, Peggy Stewart, Director of Administrative Services, two members of the Budget Review Committee, and two department heads to be appointed by the City Manager. 4694 Page 3 - CITY OF POWAY ADJOURNED REGULAR MEETING - October 1, lgg2 ADgOURNHENT Upon motion by Councilmember Higginson, seconded by Councilmember McIntyre, Mayor Goldsmith ordered the meeting adjourned.
