A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
RESCINDING RESOLUTION NO. P-95-06
AND APPROVING A MODIFICATION TO
COMPREHENSIVE SIGN PROGRAM 85-01 M(2)
ASSESSOR'S PARCEL NUMBERS 317-490-77. 78, 79, 80, 81,82, AND 83
WHEREAS, on July 24, 1984, the City of Poway City Council approved
Development Review 84-18 and Comprehensive Sign Program (CSP) 85-01 for a
shopping center at the corner of Poway Road and Silver Lake Road (Resolution P-84-
44); and
WHEREAS, on January 17, 1995, the City of Poway City Council approved a
request for a modification to CSP 85-01 (M) to allow the use of new shop tenant wall
sign colors and increase the linear coverage shop tenant fascia signs (Resolution P-95-
06); and
WHEREAS, Poway Crossings was recently remodeled with new exterior
elevations and landscaping, and new tenants at the center have requested
modifications to the CSP to accommodate signs with a larger vertical dimension; and
WHEREAS, Comprehensive Sign Program (CSP) 85-01 M(2), submitted by
Ultrasigns Electrical Advertising, Applicant, requests the approval of a modification to
the Comprehensive Sign Program for the Poway Crossings, located at 12622-12666
Poway Road, within the Community Business (CB) zone and Poway Road Specific Plan
Area.
WHEREAS, on March 21, 2006, the City Council considered the above-
referenced item.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Poway, as follows:
Section 1: This proposed project is Categorically Exempt (Class 11) from the
California Environmental Quality Act (CEQA), pursuant to Section 15311 of the CEQA
Guidelines, in that it is for the placement of minor structures accessory to (appurtenant
to) existing facilities.
Section 2: The proposed use is in accordance with the purposes and standards
contained in the Poway Municipal Code and the South Poway Specific Plan.
Section 3: The City Council hereby approves the modification of CSP 85-01 M(2),
subject to the following conditions:

A. Within 30 days of approval, the applicant shall submit in writing that all conditions
of approval have been read and understood.
B. All signs shall conform to the sign criteria and design guidelines contained within
the Poway Road Specific Plan Development Standards and the general
provisions of the Comprehensive Sign Ordinance of the Poway Municipal Code
as amended from time to time.
C. The following design standards shall apply to all tenants within the center:
1. The same background color will be used on all signs in that proposed wall
signs will be mounted directly on the wall of the building.
2. In addition to white, lettering on wall signage may have the following
colors: #2793 Red, #2016 Mango, and #2030 Green. Tenants that are
part of a chain of stores with a nationally recognized sign design may
utilize colors other than the approved colors.
3. Proposed wall signs shall be constructed of individual channel letters
made of acrylic faces.
4. All signs are required to be internally illuminated channel letters.
5. Comprehensive Sign Program 85-01 M(2) will allow the use of different
colors for tenant logos, upon the approval of the Director of Development
Services through the individual Sign Permit process.
6. The maximum number of wall signs allowed for anyone business shall be
one per street or parking area frontage, not to exceed two.
D. Approval of this request shall not waive compliance with Chapter 17.40 of the
Zoning Code and all other applicable City Ordinances in effect at the time of Sign
Permit issuance.
E. Any existing tenant wall signs that do not comply with the approved modified sign
criteria shall be changed within 30 days of approval to comply with the approved
modified sign criteria.
F. Prior to installing a sign, the applicant shall obtain a Sign Permit from the
Planning Division and any necessary Building Division permits.
G. Resolution P-95-06 is hereby rescinded.
