MZNUTES OF THE CZTY COUNCIL ADJOURNED REGULAR MEETZNG
OCTOBER 22, 1992
The October 22, 1992, regular meeting of the City Council of the City of
Poway, adjourned from the October 20, 1992, regular meeting, was called to order
at 4:45 p.m., by Mayor Goldsmith at the City Council Chambers, 13325 Civic Center
Drive, Poway, California.

PUBLIC ORAL COMHUNICATIONS
Mayor Goldsmith explained the procedure for Public Oral Communications. There
was no one present wishing to speak.

PRE-DEVELOPMENT CONFERENCE
PRESBYTERIAN CHURCH
City Manager Bowersox stated that the Presbyterian Church is looking at two sites
in Poway for a new facility, the former Western Lumber site at 13137 Poway Road
and the northeast corner of Pomerado Road and Metate Lane. A church is allowed
in any zone in the city.
Richard Brady, 3829 Colina Dorado Drive, San Diego, New Church Development
Coordinator for the Presbytery of San Diego, stated they only want to discuss the
Metate and Pomerado site at this meeting. They would purchase 5+ acres from Doug
Keyes to construct a facility for 1,000 to 3,000 members that would be completed
over a five year period.
Council pointed out the need to work with the neighbors and address traffic
circulation and noise. They also suggested that the remainder of the site could
be used for a park or senior housing where parking could be shared with the
church.

AL PAPPAS/POWAY PALACE & EATERY
City Manager Bowersox stated A1 Pappas is looking at the former Western Lumber
site at 13137 Poway Road for a restaurant.
A1Pappas, 13316 Avenida la Valencia, showed a sketch of a proposed western theme
restaurant with a dance floor, bar and VIP dining room on the mezzanine. He also
proposes a family fun area.
Council concurred this type of use could be an asset to the community.

PRE-DEVELOPMENT CONFERENCE
HICE ENTERPRISES/PUTTING GOLF COURSE
City Manager Bowersox stated that George Hice is seeking concurrence to proceed
with plans for a putting golf course, driving range and miniature golf course on
city-owned property known as Arbolitos Park, on the west side of Pomerado Road,
south of Ted Williams Parkway. This property was deeded to the City by the
County on incorporation and has a reversionary clause if it ceases to be used for
its original purpose. There are geological problems with the site and the city's
intention was to have it function as a detention basis and remain in passive open
space.
George Hice, 14235 Horizon Court, Poway presented a conceptual plan and showed
a video of a putting golf course in Vacation Village in San Diego.
Council stressed the potential geological problems on this property and the need
to research that thoroughly. They concurred that the City Manager could meet
with Mr. Hice regarding a potential project.
ADJOURNNENT
Upon motion by Councilmember Snesko, seconded by Councilmember Higginson, Mayor
Goldsmith ordered the meeting adjourned. The time of adjournment was 5:40 p.m.
