CC 2006 03-14 CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL REGULAR MEETING MARCH 14,2006 The March 14,2006, Regular Meeting of the City Council of the City of Poway, was called to order at 7:02 p.m. by Mayor Cafagna at the Poway City Council Chambers, 13325 Civic Center Drive, Poway, California, for a Regular City Council Meeting. CITY COUNCILMEMBER ANNOUNCEMENTS A. Poway Bob's Restaurant Review. Councilmember Emery gave a review of Rosario Pizza on Pomerado Road praising their excellent pizza. B. Deputy Mayor Rexford announced the Poway Redevelopment Agency's Housing Solutions Program received the California Redevelopment Association Award of Excellence in the category of "Education, Marketing and Promotion". The award was accepted by Deputy Mayor Rexford at last week's California Redevelopment Association Conference. She praised staff for their excellent work. C. Mayor Cafagna welcomed Tina White who was recently appointed as the City's Administrative Services Director and City Treasurer. PUBLIC ORAL COMMUNICATIONS Mayor Cafagna explained the procedures for Public Oral Communications. No one was present wishing to speak. 8601 Page 2 - CITY OF POWAY - March 14,2006 WORKSHOP ITEMS ITEM 1 (0150-20) SAN DIEGO ASSOCIATION OF GOVERNMENTS SMART GROWTH CONCEPT MAP Robert Leiter, Director of Land Use and Planning for the San Diego Association of Governments (SANDAG), gave the presentation. The Regional Comprehensive Plan (RCP) calls for the preparation of a "Smart Growth Concept Map" that identifies areas within the region that have existing smart growth or opportunities for smart growth development. Working together, SANDAG staff, local planning directors, stakeholders, and SANDAG's Regional Planning Committee have identified approximately 200 existing, planned, and potential smart growth areas in the San Diego region. The purpose of this presentation is to ensure that local city councils are aware of the smart growth areas identified in their jurisdiction and the region. Public workshops will be held in the region during April. There was no one present wishing to speak on this item. The City Council received the presentation report. No other action taken. ITEM 2 (0220-40) HOUSING ELEMENT HOUSING PROGRAM IMPLEMENTATION Patti Brindle, City Planner, and Ingrid Alverde, Redevelopment Services Housing Program Manager, gave a presentation on the Housing Element and the effect it will have on the City's Housing Programs over the next five (5) years. On December 6, 2005, the City Council authorized the transmittal of the Draft Housing Element to the State Department of Housing and Community Development (HCD) for its review. The presentation included a summary of the comments received back from the HCD. A review of the proposed specific responses to HCD will be brought back to the City Council/Redevelopment Agency at a future meeting. The City Council received the presentation and provided comments to staff. No other action taken. ITEM 3 (0700-10) 2006 RESIDENT SATSIFACTION SURVEY City Manager Rod Gould provided the staff report. At the February 21, 2006 City Council meeting, the Council authorized the City Managerto execute a contract with Godbe Reaserch to conduct the 2006 Resident Satisfaction Survey to assess resident opinion and satisfaction with the quality of life in Poway. 8602 Page 3 - CITY OF POWAY - March 14, 2006 Additionally, the study will gauge views on specific City services and issues facing the community. Brian Godbe and Jaime Barrett of Godbe Research presented the draft survey to the City Council for review. Dee Fleischman, Poway, made suggestions for inclusion in the survey. The City Council provided comments on the survey questions and gave direction to staff to continue with the resident survey.
