CC 1993 01-14 CITY OF POWAY, CALIFORNIA HINUTES OF THE CITY COUNCIL ADJOURNED REGULAR HEETING OANUARY 14, 1993 The January 14, 1993 meeting, adjourned from the January 12, 1993 regular meeting of the City Council of the City of Poway, was called to order at 4:35 p.m. by Mayor Higginson at the City Council Chambers, 13325 Civic Center Drive, Poway, California. ITEM 4 (203-18) PRE-GENERAL PLAN AMENDMENTS City Manager Bowersox stated the purpose of a Pre-GPA is to provide an applicant a sense of the Council's opinion of a project without having to make a formal application and pay the attendant fees. The statements made by the Council are not binding and no decision is made on a project. Pre-GPA 92-01A Applicant: Marjorie Ogle Northeast corner of Midland Road and Aubre¥ Street Staff report by Director of Planning Services Wright-Quastler. The applicant is requesting a change from Residential Single Family - 2 to Commercial General for a 3.01 acre parcel that is in the Old Poway Specific Plan area. Prior to incorporation this property had been zoned Commercial General. With the adoption 4760 Page 2 - CITY OF POWAY ADJOURNED REGULAR MEETING - January 14, 1993 of the Poway General Plan in 1983 the property was redesignated to RS-2 because the commercial zone along Midland Road was considered to be too large to support commercial needs for this area. Mike Schoonover, 2205 E. Valley Parkway, Escondido, realtor, and Darrell Daugherty, 200 E. Washington Avenue, Escondido, planner, represented Mrs. Ogle in presenting their plan to the City Council. They propose approximately g,o00 square feet of commercial retail and a 6,000 square foot bed and breakfast inn. Councilmember Cafagna stated he had been a member of the Old Poway Specific Plan Advisory Committee and this property was considered a transitional area between commercial and residential. Councilmember Snekso stated he felt "quaint" commercial and a bed and breakfast would be appropriate. Councilmember Emery stated he was not in favor of "chipping away" at a plan. This would require a change in the Old Poway Specific Plan. Pre-GPA 92-01B Applicant: Harold Wang Southeast terminus of Monte Vista Road Staff report by Director of Planning Services Wright-Quastler. The applicant is requesting a change for a 4.46 acre site from RS-4, RR-C and RR-A to Commercial Office. This would require a vote of the people under the provisions of Proposition FF. The property is located on the south side of Monte Vista Road. Harold Wang, 12735 Monte Vista Road, cited the existing commercial uses on Monte Vista Road. Bruce Tarzy, 15912 Ranch Hollow Road, stated the property exceeds 10% slope overall and this change could not be made without changing the General Plan. Council expressed no interest in this change. Pre-GPA 92-01C Applicant: Frank & Doris Roberts North of Olive Tree Lane/West of Melodie Lane Staff report by Director of Planning Services Wright-Quastler. The applicant is requesting a change for his 2.30 acres from RR-C to RS-2. A petition is being circulated to approximately 25 of his neighbors to be changed also. This will also require a vote under FF. Jerry Pinney, 13627 Olive Tree Lane, stated that because there was no sewer on this street, it was zoned RR-C in the 1983 General Plan adoption. Most of the lots are non-conforming to the RR-C zone since they are less than an acre. Council concurred this proposal has merit. 4761 Page 3 - CITY OF POWAY ADJOURNED REGULAR MEETING - January 14, 1993 ITEM 5 (701-04) SEVEN STAGE WATER CONSERVATION ORDINANCE WATER PRICING STRUCTURE City Manager Bowersox stated this item is not time critical and suggested it be carried over to another meeting due to the time. Jerry Hargarten, 13622 Orchard Gate Road, stated he supports staff proposal in relation to the amount of water allocated to residential use. Council concurred to bring this back on a regular meeting agenda since it conforms to past discussions and will not require extensive meeting time. ITEM 6 (701-09) POWAY ROAD SPECIFIC PLAN ADVISORY COMMITTEE Committee members during portions of the meeting included: Duke Ayers, Mary Shepardson, Jerry Hargarten, Jerry Long, Randy Wilkins, Don Patch, Jeanne Schneider-Hume, Vicki Lazowski, Kyle Everson, Harold Williams, and Elaine Flynn. Staff report by Director of Planning Services Wright-Quastler. On July 23, lggl, the City Council approved the charter for the Poway Road Specific Plan Advisory Committee and commissioned an economic study with Economics Research Associates in order to assess the market potential for commercial and office land uses. EP~A has completed their study and the Committee has formulated a Vision Statement for Poway Road and a conceptual program of "node" designations. Bill Anderson from ERA presented their report which concludes that there is approximately 80 more acres of commercially zoned property on Poway Road than can be supported. (Councilmember Emery left the meeting at 6:55 P.M.) Director of Planning Services Wright-Quastler stated that the existing zoning is a leftover from the County of San Diego and reviewed the "nodes" which are proposed in order to shape a sense of town center and move away from the current diffused strip development. Committee member Jerry Long stated the Committee needs to know if the Council likes the node concept; how the Council feels about mixed uses and what can be done with 80 acres of excess commercial. Following discussion, Council concurred they have no problem with the residential uses being proposed in the plan or the node concept. They urged the Committee to continue with their work. Councilmember Cafagna stated that the Council will have to make a decision on increased residential density since it appears to him that will be necessary in order to have successful residential development on Poway Road. 4762 Page 4 - CITY OF POWAY ADJOURNED REGULAR MEETING - January 14, 1993 ADJOURNMENT Upon motion by Councilmember Snesko, seconded by Councilmember Callery, Mayor Higginson ordered the meeting adjourned.
