RESOLUTION NO. 06-035
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
SUPPORTING THE SEXUAL PREDATOR PUNISHMENT AND CONTROL ACT OF
2006: JESSICA'S LAW
WHEREAS, the City of Poway places a high priority on maintaining public safety
through highly skilled and trained law enforcement personnel and laws to deter and punish
criminal behavior; and
WHEREAS, sex offenders, due to their high recidivism rates, pose a threat to all
members of the community, especially children; and
WHEREAS, existing penalties for sex offenders must be strengthened to adequately
protect the public from habitual sex offenders and child molesters; and
WHEREAS, California has many loopholes in its laws that allow sex offenders to be
released early from prison; and
WHEREAS, additional measures such as GPS tracking are needed to monitor sex
offenders who have been released from prison.
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Poway
supports the Sexual Predator Punishment and Control Act of 2006 known as Jessica's
Law.
PASSED, ADOPTED AND APPROVED by the City Council of the City of Poway
at a regular meeting this 2nd day of May 2006.
