CC 1993 02-04 CITY OF POHAY, CALIFORNIA NINUTES OF THE CITY COUNCIL ADJOURNED REGULAR NEETING FEBRUARY 4, 1993 The February4, 1993, meeting, adjourned from the February2, 1993, regular meeting of the City Council of the City of Poway, was called to order at 4:35 p.m., by Mayor Higginson at the City Council Chambers, 13325 Civic Center Drive, Poway, California. Staff report by Director of Engineering Services Weston. Since the fall of 1991 engineering and environmental studies have been proceeding by Boyle Engineering, Inc.and Ogden Environmental. They have been coordinating with CalTrans, City of San Diego, County of San Diego, and Fish & Wildlife. Meetings have also been held with the area residents. Four potential alignments were originally identified and studied, resulting in 3 proposed alignments. A is the northerly alignment and connects to Highway 67 at Iron Mountain Road; B1 is the center alignment and connects to Highway 67 at Rio Maria Road; D is the southerly alignment. Cost estimates in today's dollars are $53 million for A and $28 million for either B1 or D. He reviewed the schedule which shows a completion date at the end of 1996. There will a combination of funding sources including TransNet, developer fees, SB 300 funds, Redevelopment Agency, and the County. We have to process a General Plan Amendment to the County's Circulation Element once an alignment is chosen which comes when the Environmental Impact Report is certified. He reviewed what the Council will be seeing on their tour which is scheduled for Saturday at 10:00 a.m. Following discussion, Council concurred to start the tour at City Hall at 11 a.m. rather than 10 a.m. due to conflicts with individual Councilmembers' schedules. 4789 Page 2 - CITY OF POWAY ADJOURNED REGULAR MEETING - February 4, 1993 Speaking in opposition to staff recommendation: Dwight Green, 15972 Sycamore Canyon Road, Vice President of the Sycamore Canyon Homeowners Association. John Kurtz, 16217 Paragon Mesa Road Richard Haas, 15454 Pendragon Road, President of the Sycamore Canyon Homeowners Association. Frank Spitzer, 16028 Paragon Mesa Road Cecilia Chafin, 12485 Kestrel Street, San Diego Speakers cited the impacts on their homes from this road. RandyWilkins, 14617 Acton Court asked if undercrossings similar to that done on Community Road for horses is possible. Staff stated there will be one undercrossing to maintain a wildflife corridor. Mayor Higginson stated that the environmental scoping hearing will be on Tuesday, February 9, 1993 at 7 p.m. RECESS AND CALL TO ORDER Mayor Higginson recessed the meeting at 5:16 p.m. to allow those present on Item 3 to leave the room and called it back to order at 5:18 p.m. with all Councilmembers present. ITEM 4 (705-00) LANDSCAPE MAINTENANCE DISTRICT POLICIES Item introduced by City Manager Bowersox. Staff report by Director of Public Services Archibald. On February 25, 1992, the City Council requested that a Blue Ribbon Committee be formed to develop policies relating to specific Landscape Maintenance District issues. Staff recommends adoption of a Resolution adopting new, existing, and amended policies, including disbanding the Committee as a standing Committee and establishing it annually to review the Engineer's Report, award of bids and budget. Gordon Meyer, chairperson of the LMD Committee, presented the Committee's findings to the City Council. City Attorney Eckis stated his concerns regarding the conflicts of interest of Committee members. These conflicts exist for the very reason the members are appointed; they have a financial interest in the Committee's work. He suggested the resolution be amended to say "The LMD Advisory Committee may be appointed as an ad Hoc Committee..." City Manager Bowersox pointed out that the Hughes, Heiss Management Audit suggested that this Committee exist only in an ad hoc manner. Motion by Councilmember Emery, seconded by Councilmember Cafagna to adopt Resolution No. 93-026, entitled, "A Resolution of the City Council of the City of Poway, California Approving New and Amended Policies For the Landscape Maintenance Districts and Rescinding Resolution No. 92-39."
