NINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING
MARCH 18, 1993
The March 18, 1993 meeting, adjourned from the March 16, 1993 regular
meeting of the City Council of the City of Poway, was called to order at 4:35
p.m. by Mayor Nigginson at the City Council Chambers, 13325 Civic Center Drive,
Poway, California.

Mayor Higginson explained the procedure for Public Oral Communications. There
was no one present wishing to speak.
ITEM 4 (1503-26)
MTDB PRESENTATION
Dave Schumacher and Bill Lorenz from the Metropolitan Transit Development Board
staff gave a slide presentation to the City Council regarding the "bus on
freeway" systems in Ottawa, Canada and Houston, Texas. They also noted that the
1-15 corridor study which will be a three year, $2 million study, will begin next
month. It is funded 80% from federal funds and 20% from local TransNet funds.

COUNCIL GOALS & OBJECTIVES
Staff report by City Manager Bowersox. On April 21, 1992 the City Council
approved a list of 65 Goals and Objectives for Fiscal Year 1992-93. To date, 9
have been completed, 33 are on-going and 23 have been initiated. He and the
Council commended Management Analyst Janis Acosta for her work in organizing this
list.
During Council discussion: 1) Mayor Higginson received Council concurrence to
offer financial assistance to get new restaurants to locate in Poway; 2)
Councilmember Cafagna requested that we expand our proactive program of economic

development; 3) Councilmember Snesko requested we pursue a community policing
program; 4) Councilmembers Snesko and Callery requested we work with the INS to
provide increased enforcement in Poway; 5) Councilmember Callery suggested that
we offer solutions to the legislators regarding budget problems rather than just
resisting their taking our funds; 6) Councilmember Callery requested we look for
options to reduce General Fund support of the Performing Arts Center, perhaps
through allowing rental for catered events; 8) Councilmember Callery requested
we explore after school programs at the middle schools; 9) Councilmember Callery
requested that we look at ways to reduce the cost of doing a community survey.
$30,000 is budgeted; 10) Councilmember Callery suggested that we write grants for
library funding; 11) Councilmember Callery requested we start an intra-mural
sports program and stated she is working on a mentor program in conjunction with
PUSD; 12) Councilmember Callery requested we look at the City of San Diego's
ordinance holding parents liable for graffiti and requiring them to work
community service hours if they can't pay the fine; 13) Councilmember Emery
requested the list be purged of items that have been completed or are well under
way, or a separate list be compiled; 14) Mayor Higginson requested a "grand
opening" for Old Poway Park ; 15) Councilmember Snesko requested a lighted
basketball court in Garden Road Park and stated he is working with the Garden
Road School PTA to open the multi-purpose room on Friday and Saturday nights for
youth and suggested the City could buy some ping-pong tables or other
recreational equipment for them to use.
MAYOR AND CITY COUNCIL-INITIATED ITEMS
Councilmember Emery requested two items for the March 23 agenda: 1) status
report of the hazardous waste materials cleanup efforts at 13123 Poway Road; and
2) discussion of the Board of Supervisors pay raise for Deputy Sheriffs.
ADJOURNMENT
Upon motion by Councilmember Snesko, seconded by Councilmember Callery, Mayor
Higginson ordered the meeting adjourned. The time of adjournment was 6:00 p.m.
