As community members of the PCPA ad hoc committee formed in July 2020, we are extremely pleased to see the results of user group surveys, operational and cost benefit discussions, and use policy ideas presented in this document that reflect our joint collaboration. Since the summer of 2020, our continued in-depth conversations with community user groups and community members have, over time, progressively promoted the concept of developing a community-created Arts Council of Poway. Some examples of city or regional arts councils, including the Arts Council for Long Beach or the Edmonton Arts Council, show the value of a community-based non-profit arts entity. The Arts Council of Poway would be founded on the primary concept of fundraising for the PCPA operations and capital improvements, and representing the regional arts community to the City. Additionally, it would grow to solicit grants, extend marketing of events, support local artists and arts organizations, and build business partnerships to strengthen our community. We would like to present this community-created Arts Council as a supplemental option to Agenda Item 9, in the Arts Advisory Committee Concept and Decision Point section, via the attached viewgraph slides. Our 10-mlnute overview is important for the council to hear in order to make the most informed decision. Respectively, a new question would be added in the Summary of PCPA Decision Points, at the end of the agenda item "Fundraising": "Does the City Council want the community members presenting this evening to pursue the creation of a Community non-profit organization -the Arts Council of Poway, which will fundraise to support the operations and capital improvements for the PCPA, and will support the arts in Poway and the region?"
