First , Metropolitan Educational Theatre Network/MET2 would like to take this time to thank
you for listening to not only the arts community, but the community at large and their concerns
regarding The PCPA not being sold to PUSD. Thanks for your support of the community and the
Importance ofThe PCPA and its' value as a much-needed venue not only to The City of Poway,
but to North County as w ell.
We would like to give special thanks to Dave Grosch and Barry Leonard who have given so
much time to hear our concerns and take the time they have invested in recognizing that
we as an arts community need to be heard.
The PCPA is a venue that is utilized by many diverse organizations and it is our hope that not
only will many of the long-time organizations continue to call The PCPA their home, but that we
can also look to what other type of rentals can be brought into The PCPA to bring in further
income. We are sure that there are many other options that can be discussed that will keep
The PCPA thriving.
We know that The City will want to be looking at possible rate increases for all who use the
center and we understand this, however, at a time when most of the organizations who have
used The PCPA for years have been not able to be up and running for over a year now, we ask
that perhaps this move is somewhat put on "hold" as we are still awaiting being able to resume
our role in the community and at The PCPA. In following guidelines from The State and The City
for some of us it will still be several months before we can open and generate income.
We know that there are many many details that need to be proposed and looked at and we are
excited to be part of the workshops to help move The PCPA into the next phase.
Thank you again for your decision to keep The PCPA, the jewel of North County!

Dear City Counci l,
I am writing you with a personal plea. My son, Noah Campillo, and many other students in t he
PUSD district rely on the Poway Performance Center and the Poway OnStage program to
access arts education. My son is in choir and performs in musicals at Poway High School and
pre-Covid, spent a great deal of time at the center. He had a performance on the day that the
school shut down in 2020 due to the pandemic and when he heard about this, he called me to
come pick him up from school. When he got in the car, he cried because of the impact the
close would have on his performance. For some students, this is their outlet to find
friendships and to find positive mental stimulation.
Student mental health is in crisis right now due t o the isolation that the pandemic has
created. My son is a Peer Counselor at PHS and has seen/heard so much of the despair that
the students are expressing. To think about many of these students who rely on the arts for
their outlet to now hear that the center and the arts are on trial by the city breaks my heart.
I have learned that the Poway OnStage has offered to spearhead a feasibility study for an Arts
Endowment Campaign. I highly encourage the City to accept this offer! The residents of
Poway have often answered the call for help! If you recall, there were not funds for the Tony
Gwynn statue, but the City residents answered the call and helped fund it. If you recall, there
were no f unds for t he City to host the Special Olympic World Games Team and the residents
of Poway answered the call. TH IS IS JUST AS IMPORTANT as a statue or an event! It is the
heartbeat of the City.
I encourage the City to not only accept the study but to also tap into some of the creative
ways that we can rally around this effort with full public support by the councilmembers and
the City staff.

Good Morning,
This message is from Yolanda and Richard Emery concerning the Poway
Symphony Orchestra's future at the PCP A.
We are just supporters of good music and the PSO. We are very concerned that the
orchestra may lose the wonderful venue that is the Poway Center for the Performing
Arts.
We live in La Mesa, much closer to the venues downtown San Diego than Poway;
however, we gladly battle the distance and traffic to hear the PSO. The city of
Poway is an example to other cities around by supporting such an amazing show of
culture and entertainment. We certainly hope that trend continues.
We have sent donations and have been to the PSO's performances for the past
three or four years and would love for it to continue happening.

I am a long-time resident of Poway. Both of my children graduated from Poway High and we are
proud Titans. I have been to MANY professional performances at PCPA. Almost all of them have
been put on by Poway OnStage. I am a huge supporter of what that organization does in bringing
World-Class Performances to our little city. Their contribution to the community is AMAZING!! And
that doesn't even take into consideration their Arts in Education program.
Poway On Stage contributes heavily to the quality of life here in Poway. I would say that it even
affects our property values in a very positive way. The City of Poway has maintained a contract with
Poway OnStage for many, many years for it to provide the Professional Performance Series. The City
pays for this with a relatively small cash payment and office space. I urge the City to continue this
arrangement as it has in the past.
The PCPA has never been designed or intended to be a profitable or break-even endeavor. The City
needs to establish what is a COST that they are willing to live with and work with their PCPA partners
to accomplish that goal.

I'm writing to ask that you support a Feasibility Study -to be funded and administered by the
Poway OnStage leadership -to determine if an Endowment is a viable solution to fund the
annual operating expenses for t he Poway Center for the Performing Arts.
For the past 18 years I have been executive director of the NTC Foundation, which oversees
the renovation of 26 historic buildings at the former Naval Training Center for their new
mission as ARTS DISTRICT Liberty Station. In that time, we have thoughtfully and methodically
commissioned several Community Needs & Use Assessments and Capital Campaign Feasibility
Studies as we have successfully secured $91 million to renovate the buildings and open them
for community use.
We are currently working with Netzel Grigsby Associates, who have proposed to do t he Poway
Study, to successfully advance a $32 million capital campa ign for a Liberty Station Performing
Arts Center.
Prior to 2003, for 18 years I was the Executive Director of the San Diego Performing Arts
League, so I remember very well opening night at the Poway Center and have seen many
performances t here since then. I've also followed the chall enges that El Cajon and Escondido
have had to provide general operating support to sustain their Performing Arts Centers.
The Poway Center is a remarkable community asset. By your approving an Endowment Study
-to be conducted at no cost t o the City -you help determine the viability of the community
stepping forward to fund an Operating Endowment that could significantly benefit the long
term sustainability of the Center, increase community stakeholders for long term benefit,
increase equitable access to Center use, and lower the annual investment from the City
budget.
I encourage you to review the Scope of the Feasibility Study and approve a recommendation
for Poway OnStage to move forward. I am available to answer any questions you have that

Dear Mayor Vaus and City Council members,
We are writing today in regards to Agenda Item #9, Poway Center for the Performing Arts
(PCPA) Workshop.
As long time supporters of the PCPA, Poway Onstage, local arts and the greater San Diego
community --as well as women who have worked in the philanthropic sector for over 33 years
--we feel the only realistic, long term solution to the City's financial co ncerns abo ut the
PCPA is to create an Arts Endowment to generate significant funds that would offset the
annual operating expenses of the PCPA. To do such, it makes the most sense to conduct a
feasibility study to ensure that the endowment is plausible and that there is commitment from
all stakeholders to carry out such an endeavor. Stakeholders include the City of Poway, Poway
Unified School District, Poway Onstage and all community user groups. It is important to
emphasize that in addition to alleviating a burden on the city annual budget, such an
endowment would benefit ALL stakeholders and not be more advantageous to any one group
over another.
While we support the idea of an arts committee, we believe the endowment is the foremost
issue at hand as it has been made clear that the goal of the City of Poway is to reduce the
budget expense of maintaining operations of PCPA. We do not see annual fundra ising efforts
outside of an endowment as a likely source to generate enough fund ing to adequately offset
this line item of approximately $700,000 per year.
McCarthy Family Foundation has offered a seed grant of $1,000,000 to kick start the
necessary endowment for operating PCPA. We initiated this offer through our long standing
relationship with the PCPA and Poway Onstage, whom we have supported since the inception
of PCPA as an idea, throughout its construction, and ongoing over the last 30 years.
Fu11hermore, we agree to allow some funding ($30,000) of this initial seed grant to be used for
the feas ibility study. There seems to be confusion among stakeholders that th is somehow
benefits Poway Onstage more so than others as we have presented the grant idea through
them. This could not be further from the truth. We are overjoyed that the City of Poway has
retained ownership of PCPA and look forward to continuing to support the local Poway arts
community and ALL invested parties.
As officers and directors of McCarthy Family Foundation, we have the extensive background
knowledge to confidently say that an an nual fu ndraising campaign in our area is likely to only
generate around $25-40,000. Conversely, the creation of the endowment has the potential to
generate interest income of hundreds of thousands of do llars, thus significantly reducing the
burden on the City budget and allowing for additional fundraisi ng for capital expenses or
future projects not identified at this time.
Lastly, Poway Onstage could act as a fiscal agent for an arts endowment, eliminating the need
to create an additional 501 c (3) organization, another board of directors, or creation of
additional overhead expenses. An Arts Advisory Council could be formed (ideally with
members of all stakeholders) to provide insight, guidance, expenditure of endowment funds

and additional fundraising efforts. We look forward to further discussions regarding the
end owment and potential subsequent arts council.
We strongly feel the most appropriate course of action in order to continue operations of
PCPA while decreasing the annual budget burden on the City of Poway is to 1) conduct the
feasibility study and 2) create an Arts Endowment.

Please know how grateful I am for the years of agreed support ( from day one) from the City. It is my hope that the
financial support will continue and remain with lhc partnerships of the PUSD, the City and the Foundation (Poway
on Stage).
Throughout the years, all thee entities have managed to work respectfully with each other. The PUSD was always
given, in the past, first priority on booking the time needed. This was done in a manner that the Foundation was
given enough time to book their shows. Often, major productions would need six months to a year to reserve their
talents.
My late husband and I have been financial supporters for many, many years and established the first "Producers
Circle" that required a yearly minimum donation of$2,500.00 to become a member. (Do not go by the donation
board in the lobby as somehow it shows us at $1000.00 which really is unfair) When discussing this matter with
Michael Rennie, I was told that the figures were not recorded communicatively
What?? Our Producers Circle membership alone was at least seven plus years. Prior to the Producer's Circle, a
$1000.00 a year dues as a Board member. (and a major bidder at our fundraisers.)
A priory system was used in booking dates after the School, and the Foundation programs. All worked very well.
I am not available to speak this evening, but I would have a lot to offer. My years as a volunteer, on every level may
be of some assistance. Please contact me anytime should you need to discuss.
Thank you and I only hope that the relationship with the City will continue. The arts are very needed in our
communities. I believe in the arts, and I love our PCPA!

As the City's Community Services Director from 1988 until the year 2000 during which period the Poway
Performing Arts Center was designed, constructed and began operations, I fully support the programming provided
by PowayOnstage. The partnership between the City, PUSD, and PowayOnstage has been instrumental in providing
Poway and the adjacent community with a greater appreciation of the arts. The Center also serves as a sense of pride
and reflects the community spirit which makes Poway special. The combination of professional, school, and local
art organization performances is a winning combination.
As a former Director, I am very aware of City budget constraints and the need to be fiscally responsible. This is
particularly true in the Department of Community Services. I support the creation of an Arts Endowment and any
other funding mechanism which could contribute to the continued viabil ity of the Center. Also I believe the City of
Poway should retain ownership of the Center as the best way to provide quality art experiences in a fiscally
responsible manner.

I'm sending this email to support continuing operation of the PCPA, a true shining light of the community. I've
volunteered for the Center and know it is in need of significant renovation. However, we must continue with
Performing arts in the local community, and this facility the best way to do that. Without it we will lose part ofour
collective conscience, and the ability to come through tough times as a community. The release that it brings is good
for all of us, from first responders, to government, to schools, to local business. It helps bring joy and critical

and Mullin, and City Staff,
Thank you fo r scheduling the PCPA Workshop for this evening. I know that the PCPA
community users and many of us in the community are interested to hear your direction in
how the City would like to move forward with the Poway Center for the Performing Arts.
As we look forward to the future of the PCPA, may I ask you to also reflect on the past of the
PCPA, and the original intention for our beloved perform ing arts center.
Reviewing the Strategic Vision for the PCPA, as approved by City Co uncil on May 12, I 992,
may offer you some guidance as you make some of your decisions this evening.
Strategic Vision for the Poway Center for the Performing Arts
Together we will support
-Creating opportunities for the community to experience the unique aesthetic values of live
performance
-Providing balanced high quality programming, within available resources, consistent with
the communities cultural context and exercising artistic leadership in presenting a variety of
programs in order to expand appreciation for the performing art
-Presenting a diversity of programming, which incorporates multi-ethnic art forms, historical
perspectives, and introduction to the work of new and contemporary artists
-Creating and sustaining an awareness of the Poway Center/or the Performing Arts as a
focal point for the arts and a major asset of the community
-Providing culturally enriching experiences for young people as both audience and
participants
-Achieving and maintaining regional recognition/or excellence as a venue/or presenting the

fine and performing arts
-Making available, at a reasonable cost, a professionally equipped and operated performance
space for community-based organizations presenting the performing arts
-Developing the necessmy public and private resources appropriate to support professional

with program oriented community support groups
The Arts Council of Poway concept, presented to you by members of the community in
previous emails, would work toward fo llowing the City's vision for the PCPA. We wou ld
propose the Arts Council of Poway's objective would include fundraising to support the PCPA
facility and operations, marketing the PCPA and its programming, and supporting a diversity
of programming and culturally enriching performing arts experiences for our community.
It has been my honor to serve my City as a member of the PCPA ad hoc committee. I hope I
am invited to continue to serve as a representative of the PCPA community users in the next
phase of designing a fisca lly resi lient PCPA that serves the cultural arts needs of our
community.

As Poway residents and long time-supporters of the arts in the communities where we have lived, we
urge the City of Poway to continue its support of Poway OnStage and accept this vital non-profit
organization's offer to fund and oversee a feasibility study for an Arts Endowment Campaign.
The amount of money Poway OnStage receives from the City of Poway (12-14% of the non-profit's
annual budget) dwarfs in comparison to the benefits received by the Poway community. The varied and
professional shows that Poway OnStage annually offers to the 8,000 • 12,000 residents of North Inland
San Diego County, together with the Arts Education experiences offered to more than 4,000 local
students annually, adds to the desirability of Poway, both as a destination for culture seekers and a
diverse community in which to live and raise a family. The presence of this local gem certainly was a
factor in our 2012 decision to purchase a home in Poway.
Additionally, Poway onstage's interest in exploring a Poway Arts Endowment demonstrates the
organization's commitment not only to its own survival and perhaps financial independence, but the
survival and hopeful growth of the arts throughout Poway. This enrichment, in our opinion, is something
that is critically needed (and desired) in Poway.
