Agenda Item #8 Monday, April 5, 20214:19:10 PM Honorable Mayor and City Council: Dear Sirs, The proposed development at 13667 Twin Peaks Rd. of 20 large two story homes on a 4.77 ac site is In violation of the current zoning that requires a minimum 10,000 sq. lots. This subdivision is not only a violation of our current zoning, it is a contradiction to the "City in the Country" philosophy that has guided the city since 1980. I don't understand how the developer can submit a plan with not one single story house in the entire project. I feel it is the City's obligation to fight this planned development as it currently stands as it is a heavy handed approach to negate local control of our zoning laws. Tu esday April 6th; Proposed development at 13667 Twin Peaks Road ("McKee parcel") by Cornerstone Communities Dear Mayor and Councilmembers: My wife and I would like to add our voices to the chorus of neighbors who strongly oppose the proposed development plan for 13667 Twin Peaks Road. Our custom built, single story craftsman-style home is the second house from the end of the Holly Oak Way cul-de-sac. We are new Powegians, having purchased our home in July of last year with the idea of retiring in the "City in the Country". It did not take long for us to fall in love with Poway and we are heartbroken to think about what would happen to our peaceful Holly Oak community if this development is approved as planned. The main concerns are obvious, traffic, safety and noise. This is a quiet community of just 13 homes where families can be seen walking on our streets and sidewalks with children and pets without any concern about cars and other vehicl es. The proposed development would create a thoroughfare right through the middle of our community and more than quadruple the number of vehicles 4of6 1 April 6, 2021, Item #8 transiting Holly Oak Way daily. We have read the staff report and understand there are concerns about flipping the project with an entrance on Twin Pea ks Road and leaving Holly Oak Way closed. However, we can't understand why an ingress/egress w as approved for both Kent Hill Way and the Cornerstone Church parking lot which are on either side of the proposed Twin Peaks development. It is a question of fairness. Furthermore, the impact from another 50 or more vehicles transiting daily through Holly Oak Way would be devastating to our community, compared to the minimal impact of the additional traffic on Twin Peaks Road. There is also the grim reality of two years of construction traffic, noise and dust, as well as constant traffic home buyers and rea l estate agents. We are also concerned about the density of the project, and the design of the houses which is inconsistent and incompatible with surrounding neighborhoods and the Old Poway Specific Plan. It seems that Cornerstone has gamed the system to circumvent the R-4 zoning by proposing just one low-income housing unit in a development of homes to be priced at $1.3 million and higher. So now in stead of large custom homes on minimum lot sizes of 10,000 sq ft, we get cookie cutter, two story boxes with craftsman style facades on tiny lots with just 5 ft setbacks. This is completely out of character with the Old Poway Specific Plan and with the City of Poway's motto "City.in the Country". This is just another high-density single-family housing development you can find anywhere in San Diego county. Finally, there is a beautiful old growth stand of pine trees which we understand was planted in the early G0's which are habitat to a variety of birds including hawks, eagles and owls. We can see these trees towering over our community from our front yard. Th e Cornerstone executives explained that these trees would be chopped down and replaced with 48" box trees. It would be a crime to cut down those trees. In summary, we respectively ask that you consider the following options to preserve our cherished neighborhood and the stand of old growth pine trees: 1. Approve an egress/egress on Twin Peaks Road and leave the Holly Oak Way cul-de-sac intact. 5 of6 2 April 6, 2021, Item #8 2. Maintain the R-4 zoning with a 10,000 sq ft minimum lot size. 3. Preserve and protect the existing stand of old growth pine trees. Thank you for your consideration.
