The June 13, 2006, Regular Meeting of the City Council of the City of Poway, was called to
order at 7:05 p.m. by Mayor Cafagna at the Poway City Council Chambers, 13325 Civic
Center Drive, Poway, California, for a Regular City Council Meeting.

CITY COUNCILMEMBER ANNOUNCEMENTS
A. Poway Bob's Restaurant Review. Councilmember Emery reviewed Denali's Pizza in
the Library Shopping Center.
Deputy Mayor Rexford request she be notified of the next Traffic Safety Committee meeting
to discuss the intersection of Trident and Creek Road.
PUBLIC ORAL COMMUNICATIONS
Mayor Cafagna explained the procedures for Public Oral Communications noting that State
law may prohibit the City Council from taking action on items not on the agenda, and items
will be referred to staff. The following person spoke:

Andy Adams, Poway, inquired about block party permits, the delivery of vehicles at Poway
Dodge, landscaping on Poway Road, and the letter he received from the City Manager.
PRESENTATIONS
Mayor Cafagna presented Development Services Director Niall Fritz with the American
Planning Association Award for Aubrey Park.
WORKSHOP ITEMS
1. Pre-Development Conference (PDC) 06-01 Strategic Real Estate Services (for
Cingular Wireless), Applicant 1 Tom Carter, Property Owner: A request for
comment on proposed installation of new telecommunications antennas in a
faux tree at the residence located at 14850 Valley View Road. The project is
located at 14850 Valley View Road, off of Old Coach Road, in the Rural
Residential A (RR-A) zone. APN: 277-020-15 (0200-30)
Director of Development Services Niall Fritz gave the staff report. A request for City
Council direction and comment on the proposed installation of a new
telecommunications facility on the private property at 14850 Valleyview Road from
Strategic Real Estate Services for Cingular Wireless. Cingular Wireless is proposing
to install nine panel antennas that will be attached to the "trunk" of a 25-foot-high faux
broad leaf tree. In addition there will be a 4' antennae dish added to the tree, as there
are no telecommunication services available in the proposed area. This proposal only
complies with a portion of the City Wireless Communications Policy, which is why this
proposal is before the City Council for a Pre-Development Conference.
Janelle Anderson, representing Cingular Wireless, discussed the proposal and
answered questions of the City Council.
The City Council received the information, provided comment, and no action was
taken.
2. Pre-Development Conference (PDC) 06-02, Pomerado Hospital, Applicant: A
request for comment on the proposed architecture on Phase II of the Pomerado
Hospital Expansion and the potential for approval of a Variance for retaining
walls that exceed the City's six-foot height limit. The property is located at
15615 Pomerado Road, in the Hospital Campus (HC) zone. APNs: 275-461-04,
275-470-01,06,10, and 26. (0200-30)
This is a request for City Council direction and comment on the architectural concept
for the Phase II expansion and on the potential Variance request from Pomerado
Hospital. The Poway General Plan calls for the architectural theme of the Hospital to
be consistent with the Sante Fe Southwest style, which Phase I does. However, the
proposed architectural concept for Phase II draws from more of a contemporary look.
The site plan work has also determined that retaining walls greater than the City's
maximum 6-foot height limit. The three areas of concern are with the retaining walls
on the interior of the site, the retaining walls at the entrance to the site, and the walls
required for the helipad.

Michael Covert, representing Palomar Pomerado Health, San Diego, provided an
overview of Phase II of the project.
Michael Shanahan, representing Palomar Pomerado Health, San Diego, discussed the
proposal and design characteristics of the new building.
Jerzy Wollack, design architect, San Francisco, discussed in further detail the
architectural design of the new building.
Dr. Marcelo Rivera, Chairman of the Pomerado Palomar Health Board of Directors,
thanked Council for their support of this project.
The City Council received the information, provided comment, and no action was
taken.
3. Presentation by City Attorney on AB 1234 Phase II Trainina: Transparency and
Fair Processes. (0720-90)
Deputy Mayor Rexford reported that she had already completed the full2-hourtraining
required by AB 1234. Deputy Mayor Rexford left the meeting at 8:00 p.m.
Interim City Attorney Lisa Foster introduced Attorneys Johanna Canlas and Nazie
Tashakorian who presented a training session to the City Council and staff. AB 1234,
a new state law enacted October 7,2005 (Government Code section 53235), requires
all local officials, such as City Councilmembers and district governing board members,
to receive two hours of mandatory ethics training every two years. The training
presented at this meeting was the second phase of the two-part training covering
topics related to transparency laws and fair process.
The City Council received the training as presented by Interim City Attorney Lisa
Foster and Attorneys Johanna Canlas and Nazie Tashakorian of McDougal, Love,
Eckis, Smith, Boehmer & Foley.
ADJOURNMENT Mayor Cafagna adjourned the meeting 8:40 p.m.
