MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING
APRIL 1, 1993
The April 1, 1993, meeting, adjourned from the March 30, 1993 regular
meeting of the City Council of the City of Poway, was called to order at 4:33
p.m., by Mayor Higginson at the City Council Chambers, 13325 Civic Center Drive,
Poway, California.

MSI STUDY RE REVENUES AND COST ANALYSIS
Item introduced by City Manager Bowersox. Management Services Institute (MSI}
has completed its analysis of the City's revenues and costs and has identified
a number of services which benefit only portions of the general tax-paying public
yet are being subsidized by general taxes. They have prepared a report that
identifies the costs of the services and alternatives for recovering those costs.
Rick Kermer of MSI gave a history of local government financing through
Proposition 13 and Proposition 4. Proposition 13 set a limit on property taxes.
Proposition 4 set a limit on revenues. It also provided that the local
government can set a fee for services but specified that it must not exceed the
cost of providing the service, and set forth the elements of cost that can be
used including fixed asset replacement, departmental overhead, general overhead,
salaries, fringe benefits, maintenance and operation and building occupancy.

He suggested that the City Council should make a conscious decision of what
services will be funded through general tax revenue or what portion of those
services should be funded through user fees. Once that decision is made the
Council can adopt an Ordinance setting forth the percentages and adopt a fee
resolution.
Council discussed some of the development fees and requested more information
prior to the April 22 workshop when this item will be considered again.

Higginson ordered the meeting adjourned. The time of adjournment was 6:20 p.m.
