Res P-06-36 RESOLUTION NO. P-06-36 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING COMPREHENSIVE SIGN PROGRAM 06-02 ASSESSOR'S PARCEL NUMBER 320-220-19 WHEREAS, Comprehensive Sign Program (CSP) 06-02, submitted by Integrated Sign Associates, Applicant, requests the approval of a Comprehensive Sign Program for three industrial buildings located at 11860, 11870 and 11880 Community Road, within the Planned Community zone and South Poway Specific Plan area; and WHEREAS, on July 18, 2006, the City Council considered the above-referenced item. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway, as follows: Section 1: This proposed project is Categorically Exempt (Class 11) from the California Environmental Quality Act (CEQA), pursuant to Section 15311 of the CEQA Guidelines, in that it is for the placement of minor structures accessory to (appurtenant to) existing facilities. Section 2: The proposed use is in accordance with the purposes and standards contained in the Poway Municipal Code and the South Poway Specific Plan. Section 3: The City Council hereby approves Comprehensive Sign Program 06-02, pursuant to the plans on file in the Development Services Department dated June 21, 2006, subject to the following conditions: A. Within 30 days of approval, the applicant shall submit in writing that all Conditions of Approval have been read and understood. B. All signs shall conform to the sign criteria and design guidelines contained within the South Poway Specific Plan Development Standards and the general provisions of the Comprehensive Sign Ordinance of the Poway Municipal Code, as amended from time to time. C. The following design standards shall apply to all tenants within the industrial building: 1. All tenant signs will be mounted to an oversized panel that will also be painted white with a satin finish, and will have 1" returns. 2. Proposed wall signs will be constructed of non-illuminated, individually cutout vinyl letters. Resolution No. P-06-36 Page 2 3. Lettering on wall signage may have the following colors: Blue, Red or Black. 4. Comprehensive Sign Program 06-02 will allow the use of different colors for trademarked tenant logos. Tenants with non-trademarked logos with different colors are allowed, upon approval by the Director of Development Services through the individual Sign Permit process. 5. The maximum number of wall signs allowed for anyone business shall be one per street or parking area frontage, not to exceed two. D. Approval of this request shall not waive compliance with Chapter 17.40 of the Zoning Code and all other applicable City Ordinances in effect at the time of Sign Permit issuance. E. Prior to installing a sign, the applicant shall obtain a Sign Permit from the Planning Division and any necessary Building Division permits.
