The April 15, 1993, meeting of the City Council of the City of Poway,
adjourned from the April 13, 1993 regular meeting, was called to order at 4:05
p.m., by Mayor Higginson at the City Council Chambers, 13325 Civic Center Drive,
Poway, California.

BLUE SKY RANCH FUNDING
Mayor Higginson welcomed Assemblyman Jan Goldsmith, former Mayor of the City of
Poway, back to the City Council Chambers. Assemblyman Goldsmith stated that the
State Legislature has given the Department of Fish & Game a proposed budget for
1993-94 that will require cutting some of the interpretive programs throughout
the State. They are developing objective criteria to use in making the cuts and
will also look at options such as sharing and management agreements with other
organizations. He has also asked Fish & Game to suggest legislative mandates
that could be eliminated to free up funding for the interpretive programs.
(Following his introduction Assemblyman Goldsmith left the meeting.)
Fred Worthley, Regional Manager for Fish & Game; John Anderson of his staff;
Allen Feldstein, Chairman, Friends of Blue Sky Reserve; and Kelli Rutiger,
Assemblyman Goldsmith's Chief of Staff; were present to discuss this matter with
the Council.
City Manager Bowersox pointed out that the chief accomplishments have been
preserving this property from development, cleaning up the property, and
beginning a program of eliminating the non-native plant species.

Mr. Worthley emphasized that no decision has been made as to what we will lose
and agreed that the criteria and budget numbers could be shared with a Task Force
made up of representatives from the City, County, Friends, and Fish & Game.
Councilmember Callery agreed to represent the City on this Task Force.
Members of the Friends pointed out that the naturalist does more than
interpretive work in that he stops illegal vehicle use and vandalism on the
property and stated they would be reluctant to perform this role. They also
requested that one of the criteria be the uniqueness of the preserve since all
the other preserves in the County are wetlands and do not support the variety of
habitats that Blue Sky Ranch has.

Upon motion by Councilmember gallery, seconded by Councilmember Emery, Mayor
Higginson ordered the meeting adjourned. The time of adjournment was 5:00 p.m.
