Thrift shops have been an important part of our community and have brought shoppers in from other parts of the county as well. Thrift shops are an important part of the environmentally-minded trio "reduce, re-use, recycle." We're thankful that you're considering this and expect that you also appreciate the positives of including these shopping resources for the community. I am writing to express my support for the Thrift Shops to find a home on Poway Road. While I believe they were in a somewhat rundown location they do provide an important source of revenue for several charitable organizations who put the monies back into local causes. My only concern would be that they can be located where the setbacks, parking and height requirements outlined in the Poway Road Plan can be met. Thank you for your consideration. They also provided a revenue stream for churches and other non-profits, which they used to support other services they provided to those in need in the community. The Constitution of the state of California gives police powers to cities to protect the public health, safety and welfare of their residents. The city's authority to zone is derived from that power. When the Council approved the newest Poway Road Specific Plan, they eliminated zoning for thrift stores, thereby prohibiting them from operating in the city. Was there a public health, safety or welfare reason to prohibit such entities in the city? I realize that other businesses might bring more money to the city's coffer, but the thrift stores provided something of value to residents that is not being replaced by any expected increase in revenue to the city. How is this not governmental overreach and a violation of the state constitution ? Please amend the Poway Rd Specific Plan to provide zones for the thrift stores near to the community that shopped at these stores. Sincerely, Chris M Cruse 1
