MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING
APRIL 22, 1993
The April 22, 1993 meeting, adjourned from the April 20, 1993 regular
meeting of the City Council of the City of Poway, was called to order at 4:50
p.m., by Deputy Mayor Emery at the City Council Chambers, 13325 Civic Center
Drive, Poway, California.

Deputy Mayor Emery explained the procedure for Public Oral Communications. There
was no one present wishing to speak.

MSI REVENUE AND COST ANALYSIS
Staff report by City Manager Bowersox. Management Services Institute (MSI) Cost
Control Study presented to the City Council on April 1, 1993, contained an
extensive list of recommendations for cost recovery of the City's fee-supported
services. The intent of the study is to show where the City is diverting current
tax monies to subsidize services which might more appropriately be supported by
fees, charges or assessments. Staff has reviewed the report and prepared a
summary of recommended policy directions and fee changes over the next three to
five years to achieve a greater level of cost recovery of fee-supported services.
He highlighted the areas where staff recommends changes.
Council did not express any specific opposition to the highlighted items and
requested staff bring back specific recommended changes with more backup
information in order to assist the Council in narrowing down the areas where they
desire to make changes.

Deputy Mayor Emery adjourned the meeting at 5:35 p.m. on motion by Councilmember
Cafagna, seconded by Councilmember Callery, to 8:00 a.m. on Saturday, April 24,
1993 in the City Council Chambers.
