CC 1993 04-24 CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING APRIL 24, 1993 The April 24, 1993, meeting of the City Council of the City of Poway, adjourned from the April 22, 1993 adjourned regular meeting, was called to order at 8:03 a.m., by Mayor Higginson at the City Council Chambers, 13325 Civic Center Drive, Poway, California. COUNCILMEMBERS PRESENT AT ROLL CALL Mickey Cafagna, Susan Callery, Bob Emery, Tony Snesko, Don Higginson STAFF MEMBERS PRESENT James Bowersox Marjorie Wahlsten Bob Thomas Patrick Foley City Manager City Clerk Director of Community Services Principal Management Analyst PUBLIC ORAL COMMUNICATIONS Mayor Higginson explained the procedure for Public Oral Communications. There was no one present wishing to speak. ITEM 3 (1402-02) SITES FOR NEW POWAY LIBRARY Staff report by City Manager Bowersox. Staff has identified fourteen potential sites along major corridors that could accommodate a 20,000 square foot library. They made no attempt to establish valuations except on the two where we have offers: the Ogle property on Midland Road and Western Lumber. He reviewed the properties. Kathy Shawl, member of the Ad Hoc Library Site Selection Committee, asked why there are sites on the list that have existing businesses on them. City Manager Bowersox stated that the Redevelopment Plan is a 40 year plan and these are sites that are non-conforming. It is anticipated that sometime in the 40 years the properties will be redeveloped. Sue Herndon, member of the Library Advisory Committee, reminded the City Council that the Committee's number one choice was the southwest corner of Twin Peaks and Community Road. She suggested selection criteria include price vs. budget, length of time to develop, and safety of the location. Joye Davission, member of the Ad Hoc Committee and the Library Advisory Committee, suggested we define what kind of library we want since we have the chance to start again. 4877 Page 2 - CITY OF POWAY ADJOURNED REGULAR MEETING - April 24, 1993 Sue Sheldon, member of the Friends of the Library, stated the Ad Hoc Committee needs criteria established before reviewing sites. She also requested the City hire Ruth Callahan as a city employee. Ruth is the Children's Librarian at the Poway Library, a position currently being funded by the City, and is schedule for layoff by the County. Larry Cruse stated the library should be on a prominent Poway Road site. Jim Crosby, member of the Ad Hoc Committee and the Budget Advisory Committee stated he is very interested in site costs and that should be a criteria. Councilmember Callery asked when we would be looking at the Redevelopment Agency budget. City Manager Bowersox stated we are currently putting together a bond issue. He will propose making the library budget whole again and letting the Agency assume the Longs building as an asset to market. Harold Scofield, member of the Library Advisory Committee, suggested trying to trade the Longs building for the Western Lumber site. Mayor Higginson requested the Ad Hoc Committee stay after the meeting and set a date to meet as soon as possible to review the sites in order to make a recommendation to the City Council.
