Six additional comments were also received providing feedback on the Draft Housing Element. Housing Community Workshop 2 The City hosted a virtual community workshop to engage the public about housing in Poway and the Draft Housing Element on Thursday, April 29, 2021. The workshop was held via zoom from 7:00 p.m. to 8:30 p.m. with a total of 21 attendees. Planners from Development Services moderated the workshop and provided participants with the purpose of updating the Housing Element, the requirements of the update, and an overview of the Draft 2020-2029 Housing Element. Multiple attendees were concerned about a disparity between North and South Poway related to affordable housing, particularly with South Poway having more affordable housing units. One attendee expressed concerns about having affordable housing in North Poway. Several attendees stated Poway needs more affordable housing and several attendees said less was needed. Multiple attendees were concerned about developing housing at the Big Stone Lodge site (Site 1 of the Residential Sites Inventory, Table 4-4, of the Draft Housing Element). Other notable feedback included the following: • Updating the overall vision for Poway, • Encourage use of native and/or drought tolerant plants and water conservation, • Prepare a Climate Action Plan and provide for electric vehicles, solar, and shade trees, • Prepare a smoke-free housing ordinance, • Preserve open space, 1 of 17 May 4, 2021, Item #14• Provide connectivity with electronic vehicle and bicycle pathways in Poway Road Specific Plan, Town Center District, • Provide better property maintenance and traffic mitigation, • Incorporate crime prevention through environmental design (CPTED) with new housing, • Provide for more parks and parking with new housing, and • Provide more housing opportunities for homeowners wishing to downsize. A detailed summary of all of the feedback received is attached (Attachments A and B). Many of the issues raised are already addressed within the Draft Housing Element. Staff will incorporate a summary of this feedback into Chapter 1 of the Draft Housing Element prior to submission to HCD. Staff does not recommend additional changes as a result of the feedback. Recommendations from HCD On April 21, 2021, staff met with HCD staff to discuss portions of the Draft Housing Element. Based on feedback from HCD staff, staff will incorporate the following changes into the Draft Housing Element prior to submission to HCD: 1. Chapter 2, Integration and Segregation Patterns and Trends section, shall include an analysis of dissimilarity for disability, familial status, and income. 2. Chapter 4, Sites Inventory analysis, shall include additional discussion on how the added units effect minority race/ethnic and low-income group populations by Census Block Group. 3. Chapter 2 and 6, fair housing local contributing factors shall be organized and expanded based on examples provided by HCD. 4. Chapter 6, program section, shall be revised to modify or replace use permit procedures and findings to include objective standards and decision making procedures for large residential care facilities for seven or more persons and allow group homes for seven or more persons in all residential zones. 5. Chapter 6, program section, shall be revised to allow employee housing for six or fewer persons to be treated as a residential use and subject to regulations that apply to other residential dwellings of the same type in the same zone. 6. Chapter 2 shall include that the "City utilizes the State Preliminary Application related to SB 330" for housing development projects seeking vesting rights pursuant to SB 330, the Housing Crisis Act of 2019. 7. Additional clarifying statements shall be provided based on existing content in the Draft Housing Element. HCD is currently conducting a preliminary review of the Draft Housing Element and may provide additional feedback prior to submission to HCD. Recommended changes will be incorporated into the Draft Housing Element prior to formal submission and the City Council will be updated on the changes prior to adoption. Additional Public Comment Six additional comments were received providing feedback on the Draft Housing Element (Attachment C). Mr. Carruther's letter expressed concerns including that building heights should be limited to 35 feet within the Poway Road Specific Plan Town Center District, additional open space, connections, and parks should be considered for the Poway Road Specific Plan, and that affordable housing should be evenly distributed throughout the City. Ms. Currier's email encouraged native and drought tolerant landscape that provides shade and gray water for irrigation. Ms. Hain's email, Ms. Garvais' email, and Mr. Boeller's email expressed interest in seeing native, drought-resistant, and allergy friendly 2 of 17 May 4, 2021, Item #14landscape, gray water systems, solar panels, electric vehicle charging stations, and connectivity. Ms. Garvais' email also expressed interest in a Climate Action Plan and all-electric appliances. Mr. Boeller's email also expressed interest in all-electric appliances and fire resistant landscape and construction materials and techniques. Ms. Chris Cruse also added public comment, not attached, that several of the parcels owned by the Poway Housing Authority on the Residential Sites Inventory need to be sold if development does not commence by August 2022. Many people who live in apartments and condos experience smoke that drifts in from other units. Local jurisdictions like Carlsbad added to their General Plan, "To reduce secondhand and thirdhand smoke death and disability, consider the adoption of a comprehensive smoke-free ordinance for multiunit housing properties that covers all exclusive use areas both exterior areas (such as private balconies and decks) and interior unit spaces, as well as common areas not already covered by state law." Also, in the City of San Diego their goal that was added is to consider the adoption of a comprehensive smoke-free ordinance for multifamily housing properties that covers the entire property 10) Support a climate action plan 11) What is the official designation of North and South Poway? Comments can be received up until the adoption of the Housing Element by the City Council (anticipated August 3, 2021). 11 of17 May 4, 2021, Item #14David De Vries, City Planner, City of Poway, 13325 Civic Center Drive, Poway, CA 92064 Housing & Public Safety Element Update Dear Mr. De Vries: Nicholas Carruthers 1470 Silver Heights Road Poway, CA 92064 May 1st 2021 First, let me thank you for the opportunity to provide input with respect to development and, perhaps more importantly, the construction of new housing within the City of Poway. Poway Road Plan While it is good to see new development along Poway Road which should lead to both visual improvement and the ability to provide approximately 200 units of new housing, I have some concerns. With respect to the housing component, this will presumably include more affordable housing, although at the cost of much higher density. My initial read of the plan led me to believe that building heights were capped at 35 feet and two stories. However, upon further reading it is clear that the devil is in the details and at various points in the document the requirement becomes 38 feet maximum and three stories and elsewhere in the document it states 45 feet and four stories provided that there is; "an additional community benefit". The recent discussions over building in the area deemed "Town Center" appear to have concluded with the agreement for the construction of a four-story building for which I am truly disappointed and view as out of character for Poway Road. I would be interested to know what the "additional community benefit" consists of. That being said the 35 feet height limit makes good sense and it should be adhered to. Open Space Included in the "Vision Framework" is the statement; "Providing for additional public and private open spaces and connections". This aspect seems missing from the plan. Yes, public parks are identified but there are no City objectives that will generate additional open spaces for the new residents of Poway Road. Additional Development In the Housing Element update several sites in the City are identified for housing development with some emphasis on suitability for low/moderate income families. This is a laudable objective and as we emerge from the crisis of a pandemic, where we have universally been grateful to those, who by necessity, have continued to show up to work. We should recognize that these are many of the folks that desire affordable housing within the city of their employment. Along these lines I am thinking of health care workers, 12 of 17 ATTACHMENT C May 4, 2021, Item #14grocery store employees, teachers and public safety personnel for whom a traditional single-family home (at least by Poway standards) may be out of reach. My criticism of the City's approach to this endeavor is that rather than distribute affordable housing evenly across the City the focus has become an asymmetric distribution, with one exception, of development in what one may consider South Poway. This may be viewed as an exclusionary zoning practice and I reference a recent article in the New York Times1 referring to this phenomenon as "the new redlining". Consequently, I strongly encourage you to develop affordable housing throughout the City. In this way more individuals supporting our community would have the ability to reside in the City and take advantage of the educational and social opportunities that Poway provides. In addition, I would encourage the plan to include using gray water for irrigation. I have a few recommendations regarding the City of Poway Housing Element. Specifically, I would like to see a major focus on having new housing, commercial developments, and public areas feature native, drought-resistant, and allergy friendly plants and shade trees. Gray water systems should be installed and used for most irrigation. Solar panels should be required on commercial,multifamily, and community carports and garages, along with level 3 EV charging stations, to anticipate and encourage the increased use of electric cars. New housing locations should allow residents to walk {sidewalks), bike {bike lanes), drive safely, and use public transportation easily. Park and Ride areas should have solar panel covered carports and level 3 EV charging stations. As a homeowner and taxpayer, I want to see the City of Poway manage our resources with a long term perspective, with an eye to energy conservation. Energy conservation will reduce water use and costs, reduce utility electrical costs, and improve our air quality. I hope you will further develop the plan and include the following points so Poway can meet its responsibilities and actively work to create a sustainable, quality lifestyle for this and future generations. • promote and require new developments to include solar panels on roofs or carport covers • require installation of residential EV charging capability and community EV charging stations • require all-electric appliances in housing (curtail use of gas appliances) • ensure new housing provides easy access to multiple modes of transportation (public, biking, walking) • promote green areas in new housing with emphasis on native or drought tolerant plants and shade trees • use of gray water for irrigation Thank you for your attention to this important but neglected planning matter. Below is some feedback on the Housing Element 2020-2029. I appreciate all the work that goes into putting together such a detail document of the community profile constraints, and planning. Please consider some stronger focus on climate related issues as follows: Homes should be constructed assuming all electric appliances including range, HVAC, and hot water. It can be very difficult to retrofit and electric appliance where a gas one was installed, and we need to be phasing out natural gas in the next decade. Hot water can also be solar powered, further reducing energy requirements of a home. Our solar hot water only runs on electricity a few weeks out of a year, and storage of hot water for nighttime use needs no batteries or grid connection -just a low cost water tank. Nonresidential development and high multifamily development should be required to provide solar panels on roofs and parking structures. Current codes only require this for single and multifamily residences up to 3 stories. Require some level 3 charging stations in multifamily, nonresidential and community property as 5-6 hour charge time for level 2 can be problematic for driving EV adaption. Require use of gray water for irrigation where possible. Promote green areas in new housing with emphasis on native drought tolerate and fire resistant plants and shade trees. While helping to reduce summer heat as well as capturing carbon, it also helps preserve our look a the city in the country. Fire resistant building materials and construction techniques. Our climate is getting hotter and we're seeing more fires. We need to strictest fire resistant building standards. While CalGreen and AB178 are a good start to getting to a better place to reduce carbon emissions, Poway should be doing more to help get us to a better world for our children.
