MINUTES OF THE CITY COUNCIL REGULAR ADJOURNED MEETING
MAY 20, 1993
The May 20, 1993, meeting of the City Council of the City of Poway,
adjourned from the May 18, 1993 regular meeting, was called to order at 7:00
p.m., by Mayor Higginson at the City Council Chambers, 13325 Civic Center Drive,
Poway, California.

"DOWNSIZING GOVERNMENT"/SUPERVISOR BILBRAY
Supervisor Brian Bilbray was present to discuss his proposal for reorganizing
government services, as originally presented in his "State of the County" address
in January, to the Council and public present. He cited the number of
jurisdictions in the County currently, including 200+ special districts, 18 fire
departments, 10 fire districts, 19 road departments, 19 parks department, 19
planning departments, 9 library systems, 9 police departments and the sheriff,
18 cities and the county, and suggested there could be economy and improvement
of service by some consolidations. There is currently a Finance Review Panel
made up of private citizens looking at this issue. Governmental agencies need
to stop overlap and competition for the same dollars. He feels that how the
service is provided, not who is providing it, is the critical issue. He also
stated that there is a continuing threat to local control coming from Sacramento
and local government needs to be prepared.

Speakers stated that Poway incorporated in order to get local control,
particularly in the land use area, and while some services could be best provided
on a regional basis, the concept of eliminating city councils and planning
departments would be strongly opposed.
The City Council cited the ability of local governments to respond to
constituents quickly which is not the case with larger units of government.
The City Council thanked Supervisor Bilbray for coming to the meeting.
