Item 8 - Acceptance of the Welcome to Poway Sign Replacement Proj.; Bid 21-002 with New Century Const., Inc. as CompleteJune 1 , 2021, Item #8AG EN DA REPORT City of Poway DATE: TO: FROM: CONTACT: June 1, 2021 Honorable Mayor and Members of the City Council Robert Manis, Director of Development Services/AA, Jeff Beers, Special Projects Engineer (858) 668-4624 or jbeers@poway.org CITY COUNCIL SUBJECT: Acceptance of the Welcome to Poway Sign Replacement Project; Bid No. 21-002 with New Century Construction, Inc. as Complete Summary: On September 15, 2020, the City entered into a contract with New Century Construction, Inc. in the amount of $98,500.00, to demolish and replace seven Welcome to Poway monument signs. This action will accept the project as complete. Recommended Action: It is recommended that the City Council: (1) Accept the Welcome to Poway Sign Replacement project as complete; (2) Authorize the City Clerk to file and record the Notice of Completion; (3) Authorize the release of the retention in the amount of $4,925.00, if unencumbered, 45 days after City Council acceptance; (4) Release the SureTec Insurance Company for Material and Labor in the amount of $98,500.00 after the release of retention; and (5) Retain the SureTec Insurance Company Bond for Faithful Performance for a period of one year. Discussion: The City's seven Welcome to Poway monument signs were made of wood and were beyond their useful life. In order to increase longevity and minimize the long-term maintenance of the signs, the new replacement signs are constructed of concrete. The signs were styled to look very similar to the old wood signs so that the character of the signs remains unchanged. There were no change orders for this project. The final contract amount is $98,500.00. Environmental Review: The matter of acceptance of public improvements that have been completed, which were the subject of a prior environmental determination, is not subject to the California Environmental Quality Act. 1 of 2 June 1 , 2021, Item #8Fiscal Impact: Sufficient funds are available in the Facilities Renovation FY19 -General Maintenance account (MTN0016) for the release of retention. Funds remaining in the project at year end will be applied toward the next year of the annual program. Public Notification: None. Attachments: None.
