Clearwell Bypass Project
•Required to replace the existing Clearwell water storage reservoir
•Two temporary steel tanks are required for water storage
•Temporary pump station is required to pump water to the tanks at the higher elevation
•Pipelines and a pressure reducing station are also required to convey the flow and reduce the pressure back down to the system pressure
•Construction (Approximate): 9/2021 –8/2022

Clearwell Replacement Project
•Replace the existing Clearwell with two concrete tanks
•Two separate tanks are provided to provide flexibility for future maintenance and repairs
•Concrete tanks provide a longer service life and have minimal maintenance requirements
•Replace the Clearwell over-flow structure
•Replace the original inlet, outlet and drain valves
•Construction (approximate): 3/2023 –9/2024

Treated Water Project
•New treated water supply to increase water system resiliency
•New connection to the San Diego County Water Authority
•Treated water conveyed to the Clearwell tanks with a new pipeline, pump station and forebay tank
•The new pipeline also improves the redundancy of the water distribution system (dual pipelines instead of a single pipeline)
•Construction (Approximate): 5/2024 –6/2025

•Preventing disruption of service to our residents and businesses is one of our highest
priorities.
•Our city has an agreement with the State Division of Drinking Water to complete these
projects.

and embarking on this important, yet challenging program!

Capital Improvement Program -Why Now?
Life Cycle:
•Poway inherited its water distribution system when it incorporated in 1980. The Poway water
infrastructure being replaced as part of this program has reached the end of its useful life.
•Safety standards have evolved over time and while the city has conscientiously budgeted for
water infrastructure improvements, the time has come to address some of the most pressing
weaknesses in the water system –the lack of redundancy and old infrastructure.
