Staff was recently notified that the grant application was approved. This action will accept the grant and transfer the required matching funds. Recommended Action: It is recommended that the City Council accept the HSIP grant funds and authorize the City Manager to transfer the required matching funds. Discussion: Caltrans Division of Local Assistance (DLA) announced the Cycle 10 Call for Projects for the HSIP grant program on May 5, 2020, which is a Federal-aid program with the purpose to achieve a significant reduction in traffic fatalities and serious injuries on all public roads, including non-State-owned roads. The City Council authorized the grant submittal at the October 6, 2020 City Council meeting. HSIP grants are awarded based on demonstrating the benefit of the improvements on safety, specifically the quantification of the benefit-cost ratio (BCR). Benefit-Cost Analysis is a method that determines the future risk reduction benefits of a hazard mitigation project and compares those benefits to its costs. The result is a BCR. A project is typically considered cost-effective when the BCR is 1.0 or greater. The HSIP is a competitive program and grants are awarded based on demonstrating the benefit of the improvements on safety. HSIP funding eligibility can range from 50 to 100 percent of the project cost. The Poway Road Specific Plan transportation mobility improvements were considered for the grant application. The grant application included installation of directional medians at four non-signalized locations along Poway Road (see Attachment A). The median installation would restrict left turns onto 1 of 8 June 15, 2021, Item #15Poway Road while still allowing drivers to turn left into shopping centers along the street. Appropriate signage would also be installed. Attachment B provides preliminary layouts for the medians and signage. The application also included upgrades to five signalized intersections on Poway Road: Pomerado Road, Silverlake Drive, Civic Center Drive, Community Road, and Midland Road (see Attachment C). The upgrades include adding advanced dilemma zone detection and leading pedestrian intervals. A dilemma zone is a length of roadway on the approach to a signalized intersection within which drivers are indecisive as to whether to stop or continue through the intersection when seeing the yellow light. By adding advance vehicle detection in the dilemma zone, the number of crashes and number of vehicles running red lights should be reduced. Signal timing is adjusted based upon the additional detection essentially making the signals smarter. This will also improve traffic flow along Poway Road. Leading pedestrian interval minimizes conflicts between vehicles and pedestrians by allowing pedestrians approximately three to seven seconds to advance through the crosswalk prior to vehicles being allowed to turn through the intersection. Staff was notified on March 26, 2021 that the grant application had been approved. The total project cost is estimated to be $604,100. Based upon funding eligibility, the grant was approved for $589,980 leaving $14,120 in matching funds necessary to complete the project. Upon acceptance of the grant and appropriation of matching funds, staff will request authorization for design funds through Caltrans. Staff will then develop a Request for Proposals for design of these improvements along Poway Road. Per the grant milestones, the project must be completed by March 31, 2026. Environmental Review: This action of accepting grant funding is not subject to review under the California Environmental Quality Act (CEQA) guidelines. Fiscal Impact: Acceptance of the HSIP grant funds will provide $589,980 in reimbursable grant funding. Matching funds in the amount of $14,120 are required for a total project amount of $604,100. Due to savings in the Traffic Engineering (307040-17140) budget, there are sufficient funds available for the City's required match. Staff requests the Council authorize the transfer of these funds from the Traffic Engineering budget (307040-17140) to the grant program once a project has been set up. Public Notification: None.
