R. Filanc Construction Company, Inc., as Complete On June 18, 2019, the City Council awarded the contract for the Treatment Plant, Chemical Building and Tank Farm Upgrades Project; Bid No. 19-022, to J.R. Filanc Construction Company, Inc. in the amount of $1,466,241.00. This action will accept the project as complete. Recommended Action: It is recommended that the City Council: (1) Accept the Treatment Plant, Chemical Building and Tank Farm Upgrades Project as complete; (2) Authorize the City Clerk to file and record the Notice of Completion; (3) Authorize the release of the retention in the amount of $75,054.94, if unencumbered, 45 days after City Council acceptance; (4) Release the Everest Reinsurance Company Bond for Material and Labor in the amount of $1,501,098.71 after the release of retention; and (5) Retain the Everest Reinsurance Company Bond for Faithful Performance for a period of one year. Discussion: The Treatment Plant, Chemical Building and Tank Farm Upgrades Project performed various upgrades at the Lester J. Berglund Water Treatment Plant, specifically focusing on the chemical building, tank farm, and filter valve replacement. The project was in progress and on schedule as the pandemic restrictions went into effect and all onsite work was suspended while safety protocols were put in place. The job was also temporarily put on hold until seasonal demand dropped. There were four change orders for this project which increased the contract amount by $34,857.71. The change orders included additional costs to replace inoperable valves, add an isolation valve, add epoxy lining of a hazardous material storage tank, replace a leaking chemical pump, and mitigate unforeseen conditions found during the course of work. The final contract amount is $1,501,098.71. 1 of 2 June 15, 2021, Item #19Environmental Review: The matter of acceptance of public improvements that have been completed, which were the subject of a prior environmental determination, is not subject to the California Environmental Quality Act. Fiscal Impact: Sufficient funds are available in the Water Valve Replacement Project account (WTR0017) for the release of retention. Funds remaining in the project after acceptance will be returned to the water fund for future projects. Public Notification: None. Attachments: None.
