That's almost 17 years ago. There has only been one project proposed for this parcel and the City vetoed that project. The City has declined to include this parcel in the most recent request for proposal that was sent out. This gives the appearance that the City does not want to build affordable housing on this parcel, and is doing nothing to find a replacement project on this site for the one they vetoed. The City has justified the lease agreement by the claim that the City does not have funds to build affordable housing. Yet, the City built, or aided in building affordable housing on other parcels during the 16 1/2 years that the City has owned this parcel. The problem with leasing to the North County Soccer Park (NCSP), is that the NCSP will be able to expand their classes because of the lease. They will likely have to cut programs if the lease is terminated because the City comes up with a project. This will cause people to complain because they want to keep their activity at NCSP. This lease has all the appearance of the City agreeing to sell the parcel to NCSP at some future date. NCSP has already expressed interest in buying the parcel. I am opposed to this lease because it sets up a conflict that will like create community resentment for using this parcel for affordable housing. Even if the City never sells this parcel, leaving it on the housing list with no intent to ever use it for housing is not a good public policy. I will note that this parcel was selected as the # I site by the court appointed consultants after the City was sued for not building required affordable housing related to their redevelopment program. At the time, the consultant said he chose this site because it was the only proposed parcel that was NEAR to north Poway. There were no other proposed sites for affordable housing in north Poway. All were in south Poway. The lease agreement looks like an attempt to make sure that this parcel is never used for affordable housing near to north Poway. Sincerely, Chris Cruse
