Res 06-076 RESOLUTION NO. 06-076 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA AMENDING THE POWAY ROAD SPECIFIC PLAN TO ADD THE COMMERCIAL GENERAL DESIGNATION (SPA 95-01 C) WHEREAS, Chapter 17.47 (Specific Plan Regulations) of the Poway Municipal Code provides for the preparation and adoption of specific plans in accordance with Sectjon 65450, et seq., of the California Government Code (Article 8, Specific Plans); and WHEREAS, the City of poway adopted the poway Road Specific Plan (SP 95-01) in May of 1996; and WHEREAS, SPA 95-01A amended the land use matrix in the Mixed Use District and SPA 95-01 B removed Wal-Mart and the three adjoining parcels from the Poway Road Specific Plan and re-zoned them from Town Center to Commercial General (CG); and WHEREAS, on May 16, 2006, the City Council of the City of Poway injtiated Specific Plan Amendment 95-01 C pursuant to Resolution No. 06-036, which involves amending the Poway Road Specific Plan District Designations Map to include the CG zone, and incorporate the necessary text changes that identify the development and architectural standards for the CG zone; and WHEREAS, on September 5, 2006, and September 19, 2006, the City of Poway held a properly noticed public hearing in accordance with the California Government Code and the California Environmental Quality Act to consider that request. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as follows: Section 1: The City Council has considered the Environmental Initial Study (EIS) and Negative Declaration (ND) for General Plan Amendment 06-02, Zone Change 06-02 and Specific Plan Amendment 95-01C, and public comments received on the EIS and ND. The subject EIS and ND documentation are fully incorporated herein by this reference. The City Council finds, on the basis of the whole record before it, that there is no substantial evidence the project will have a significant impact on the environment. Section 2: The City Council hereby approves Specific Plan Amendment 95-01 C, an amendment to the Poway Road Specific Plan as follows: A. The Land Use Map contained in Figure 8 is amended as shown in Exhibit A to change the land use designation form Automotive/General Commercial to Commercial General. Resolution No. 06-076 Page 2 B. The Automotive/General Commercial subsection contained in Section IV (Land Use) and Section V (Design Guidelines) are replaced with the text contained in the attached Exhibit B. The node begins at Midland Road and extends to the intersection of Garden Road and Poway Road. Land uses within the Automotive/General Commercial District consists primarily of automotive, motorcycle and boat sales, service and ancillary repair, and part supply services. The Automotive/ General Commercial District also supports a limited number of mini-storage facilities, restaurants, general retail and personal service businesses. The Commercial General District comprises two separate parcels, totaling 9.57 acres, and is located on the northeast corner of Poway Road and Midland Road. Land uses within this District consist of the poway City Centre and an office/commercial building. Although limited in total number, the Automotive/General Commercial and Commercial General District has a larger number of vacant and underdeveloped parcels than any other node within the Specific Plan. As such, it presents a greater opportunity for development. Recommendations in the Market Analysis suggest consolidation of auto repair businesses into planned centers and the concentration of automotive dealerships would lead to more efficient land utilization and benefit businesses through improved public access and image. Automotive-related businesses looking to locate or relocate into the Automotive/General Commercial District are encouraged to consider these infill locations. Another area that provides the opportunity for redevelopment is the area on the north side of Poway Road between Evanston Drive and Ann-O-Reno Lane, which is currently developed with detached houses. Although the limited depth of the lot and proximity to residential land uses may discourage, or be inappropriate for, automotive dealerships, less intensive support businesses could be accommodated. The A1GC zone is intended for heavier commercial land uses such as automotive sales and repair, recycling centers and animal boarding businesses that may not be permitted in other zones. The Commercial General component of this Node provides for an expanded use of retail related uses, such as financial institutions, apparel and jewelry stores, computer and gift shops, as well as a variety of other general retail uses. Resolution No. 06-076 Page 5 As with the other districts, the Automotive/General Commercial and Commercial General Node also contains a diverse range of architectural styles and uses. One of the older structures dates back to 1930, and was used as a General Store and Post Office. In contrast, new modern, angular, stucco buildings that accommodate the car dealerships are dispersed along the north and south sides of Poway Road. At the intersection of Poway Road and Garden Road are a 7-11, the Lincoln Shopping Center and Secure Self Storage of Poway. All three of these structures were constructed in a similar manner utilizing white stucco siding. Located on the south side of poway Road are a series of automotive repair centers. These centers are typically constructed from gray concrete block with little architectural articulation.
