Item 5 - Adoption of Resolution to Adopt the 1st Naval Gunfire Liaison CompanyAugust 3, 2021, Item #5DATE: TO: FROM: CONTACT: SUBJECT: Summary: AGENDA REPORT CityofPoway August 3, 2021 Honorable Mayor and Members of the City Council Chris Hazeltine, City Manager Chris Hazeltine (858) 668-4501 or chazeltine@poway.org CITY COUNCIL Adoption of Resolution to Adopt the 1st Naval Gunfire Liaison Company In September, 2019, Mayor Vaus asked Council member Mullin to respond to an inquiry from America Supporting Americans (ASA), a non-profit 501 (c)(3) organization founded in 1968. ASA's mission is to link American military units based on U.S. soil or deployed worldwide with American communities that want to show their support. ASA contacted the City of Poway to propose that the City consider adopting the 1st Air Naval Gunfire Liaison Company (1st ANG LICO), based at Camp Pendleton, California. Following Councilmember Mullin's initial conversation with ASA, and knowing how enthusiastically Poway residents have supported members of the military in the past, Councilmember Mullin spoke with several local service clubs and stakeholders to discuss the creation of an adoptive relationship between the City of Poway and 1st ANG LICO. Recommended Action: It is recommended that the City Council adopt a Resolution to adopt the 1st Air Naval Gunfire Liaison Company. Discussion: In November 2019, the City of Poway met with Poway resident and ASA Board Member Dr. Joe Spooner, ASA Founder Linda Patterson and the leaders of 1st ANG LICO and the Company's Deployment Resource Coordinator (formerly called Family Readiness Officer ("FRO"). The meeting topics included a candid discussion of the goals and expectations of the relationship and the challenges and pitfalls of maintaining the adoptive relationship over time. The meeting concluded with a mutual understanding of those challenges and a plan to pursue a mechanism through which the Poway Community could support the 1st ANGLICO. After informal consultations with members of Poway service clubs and organizations -Kiwanis, Rotary, VFW Posts, Poway Veterans Organization, Fleet Reserve Association, and Poway Elks, a follow-up meeting took place in mid-March, 2020, and arrangements were made to bring this potential adoption before the full City Council at a meeting in May, 2020. Due to COVID-19 restrictions, presentation to 1 of 3 August 3, 2021, Item #5Council was delayed due to the inability to include and introduce the stakeholders. Now that restrictions have been lifted, the City of Poway and 1st ANG LICO are ready to gather as a community and proceed in formally adopting 1st ANG LICO as a show of support for our men and women in the armed forces. NOW, THEREFORE, BE IT RESOLVED by the City Council of Poway as follows: SECTION 1: The City of Poway hereby adopts the United States 1st Air Naval Gunfire Liaison Company (1st ANGLICO), homebased at Camp Pendleton. The City offers its ongoing respect and support for this battalion. SECTION 2: The City Council hereby designates Cheri Hoy, Executive Assistant to the City Manager, to serve as the official liaison between the City of Poway in its efforts to support the 1st ANGLICO. The City of Poway hereby encourages all City employees, City businesses, local branches of service organizations, schools and residents to become involved in this effort to support our men and women in the armed services.
