Councilmember Snesko stated that absentee owners of property are "doing
business in Poway" and, as such, should have a business registration
certificate.
18B.
Councilmember Snesko stated that his concern in 18A is because too many
rental properties are poorly maintained and a business registration
requirement might help. City Manager Bowersox stated that if the concern
is property maintenance, staff will look into ways to establish standards
that can be enforced.
Frank Spitzer, 16028 Paragon Mesa, realtor, stated that there are many
vacancies in Poway with people unable to sell their property.

City of Escondido to renovate an apartment complex. City Manager Bowersox
suggested this be referred to the Redevelopment & Housing Advisory
Committee.
18D.
Councilmember Snesko asked why contract recreation program instructors are
receiving a lower percentage of the class revenue than before. City
Manager Bowersox stated this was a recommendation approved with both the
MSI and Hughes, Heiss reports in an attempt to move toward greater cost
recovery. Director of Community Services Thomas stated the move to
recover 50% of the cost of youth activities and 75% of the cost of
providing adult activities is being phased in over a 3 to 5 year period.
